Long before the World Bank became a household name in India, seven countries built a much smaller, less famous plan to fund each other’s development. The Colombo Plan turned 75 this year. It has outlived the Cold War it was born into, and even survived one of its founding members walking away.
Timeline
- January 1950: The Plan is conceived at a Commonwealth Conference on Foreign Affairs in Colombo, Ceylon.
- 1 July 1951: The Colombo Plan formally begins operations. Seven Commonwealth countries are founding members.
- 1954–1966: Membership grows well beyond the Commonwealth, adding Japan, South Korea, Afghanistan, and Iran.
- 7 January 2026: The United States withdraws from the Colombo Plan, ending 75 years of membership.
- 1 July 2026: The Plan marks its 75th Founding Anniversary. Mrs. Chulamanee Chartsuwan of Thailand takes office as its 9th Secretary-General.
Must Know
- The Colombo Plan began operations on 1 July 1951. Seven Commonwealth countries founded it: Australia, the UK, Canada, Ceylon, Pakistan, New Zealand, and India.
- It was conceived a year earlier, at a Commonwealth Conference on Foreign Affairs held in Colombo, Ceylon, in January 1950.
- Its focus is human capital development across South and Southeast Asia, through self-help and mutual help among member countries.
- The Plan’s Secretariat has stayed in Colombo, Sri Lanka, since its founding.
- Membership grew well beyond the original Commonwealth countries. It now includes around 26 member countries, spanning ASEAN and SAARC nations too.
Good to Know
- The Colombo Plan runs on four main pillars. These are a Consultative Committee, a Council led by a Council President, the Secretariat, and a Standing Committee.
- It runs several standing programmes. These include the Drug Advisory Programme (started 1973), a Gender Affairs Programme (2014), and a Programme for Environment and Climate Change (2016).
- The Colombo Plan Staff College, based in Manila, trains technician-education specialists across member countries. It operates as an affiliated institution of the Plan.
- Unlike the United Nations, the Colombo Plan was never built as a single global body. It grew instead as a flexible regional partnership, open to countries well beyond its original Commonwealth founders.
- The Plan’s launch came during the early Cold War. Alongside raising living standards, it also aimed to counter the spread of communism across Asia.
Current Affairs
- 1 July 2026: The Colombo Plan celebrated its 75th Founding Anniversary, marking 75 years since operations began in 1951.
- On the same day, Mrs. Chulamanee Chartsuwan of Thailand took office as the Plan’s 9th Secretary-General. She was selected on 23 February 2026, for a four-year term running to June 2030.
- 7 January 2026: The United States formally withdrew from the Colombo Plan. This ended 75 years of US membership, dating back to the Plan’s founding.
- The US exit was part of a broader move. It withdrew from 66 international organisations that year, under a directive from President Trump reviewing US participation in multilateral bodies.
- India, a founding member, has continued to voice support for the Plan’s ongoing work. This includes its capacity-building programme, which trains professionals across member countries.

Great to Know
- The Colombo Plan predates most of the regional groupings India is part of today. See IntlRel0059 — The Non-Aligned Movement for a contemporary, similarly Cold War-era grouping India helped found.
- The Plan’s broader place among India’s international partnerships is covered in IntlRel0004 — India and Global/Regional Political Groupings.
- A founding member walked away after 75 years. Yet the organisation kept going, and even installed a new Secretary-General the same year. That says something about how these older institutions survive: they were built loosely enough that no single country’s exit brings the whole structure down.
