25 Years to a Legal Identity
Founded in 1997, BIMSTEC only gained international legal personality in 2022, when member states finally adopted its Charter at the Fifth Summit in Colombo.

What BIMSTEC Is.
- Full Name. BIMSTEC stands for the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation.
- Founding. It was founded in June 1997, through the Bangkok Declaration — not a “Dhaka Declaration,” a common exam distractor.
- Seven Members. BIMSTEC has seven members: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand. This has held steady since 2004.
- Bridging Two Regions. It bridges South Asia and Southeast Asia, linking five South Asian nations with two Southeast Asian ones.
- Secretariat. The BIMSTEC Secretariat is headquartered in Dhaka, Bangladesh.

Structure and Sector Leads.
How the Group Is Organised.
- Original Name. BIMSTEC was originally called BIST-EC, with just four founding members: Bangladesh, India, Sri Lanka, and Thailand — not Nepal, a common exam trap.
- Myanmar Joins. Myanmar joined later in 1997. The group briefly took the name BIMST-EC.
- 2004 Expansion. Nepal and Bhutan joined in 2004, giving the group its current name and its current seven-member structure.
- The 2022 Charter. In 2022, member states adopted the BIMSTEC Charter, at the Fifth Summit in Colombo. This gave the group international legal personality for the first time.
- Rotating Chair. Chairmanship rotates in alphabetical order among the seven members. Bangladesh took over as Chair in April 2025, for a two-year term.
- Sector Leads. Each member leads a sector: Bangladesh leads Trade, Investment and Development; Bhutan leads Environment & Climate Change; India leads Security; Myanmar leads Agriculture and Food Security; Nepal leads People-to-People Contact (which covers tourism as a sub-sector, not India); Sri Lanka leads Science, Technology & Innovation; and Thailand leads Connectivity.

India’s Recent Push.
The 6th Summit and Beyond.
- 21-Point Plan. At the 6th Summit, PM Modi proposed a 21-point action plan. It included linking India’s UPI with BIMSTEC countries’ payment systems.
- BODHI. Modi’s BODHI initiative (BIMSTEC for Organised Development of Human Resource Infrastructure) aims to train 300 youths annually, from BIMSTEC nations, in India.
- BIMSTEC Games. India will host the first-ever BIMSTEC Games in 2027, marking the group’s 30th anniversary.
- More India Initiatives. India also announced a BIMSTEC Centre of Excellence for Disaster Management, and will host the group’s first-ever Home Ministers’ meeting.
- Technical Centres. BIMSTEC also runs several specialised technical centres, each hosted by a different member state: the BIMSTEC Energy Centre in Bengaluru, India; the BIMSTEC Centre for Weather and Climate in NOIDA, India; the BIMSTEC Cultural Industries Observatory in Thimphu, Bhutan; and the BIMSTEC Technology Transfer Facility in Colombo, Sri Lanka. This spread of hosting duties across member states is itself a common exam trap, since students often assume every centre sits in India.
- A Narrower Focus. Unlike broader groupings such as BRICS or the UN, BIMSTEC’s strength lies in narrower, actionable cooperation, across a fixed set of priority sectors.

4 April 2025: The 6th BIMSTEC Summit, Bangkok.
- The Summit. The 6th BIMSTEC Summit convenes in Bangkok, Thailand, themed “BIMSTEC: Prosperous, Resilient, and Open.” Bangladesh assumes the chairmanship, for a two-year term. Leaders adopt the Bangkok Vision 2030, and sign the Agreement on Maritime Transport Cooperation.
- India’s Plan. PM Modi outlined a 21-point action plan, covering trade, connectivity, security, and people-to-people ties.
- India-Thailand Ties. On the sidelines, India also elevated its bilateral ties with Thailand to a Strategic Partnership.
