Uttar Pradesh is India’s most populous state. Some political leaders have long argued it is simply too large to govern effectively. One recurring proposal would carve a separate western state called Harit Pradesh out of it.

Must Know
A Green State for a Neglected Belt
- BackgroundHarit Pradesh is a proposed separate state, demanding to be carved out of western Uttar Pradesh. The name means “green state” in Hindi, reflecting the region’s relatively fertile, agriculturally rich land.
- StoryAjit Singh, son of former Prime Minister Chaudhary Charan Singh, championed the demand from the late 1990s onward. In 1997, he set up the Pashchimi Uttar Pradesh Rajya Nirman Morcha in Delhi to build public support for a separate western-UP state.
- DetailOn 27 June 2000, western-UP leaders formed the Harit Pradesh Nirman Samiti in Delhi. The “Harit Pradesh” name has stuck to the demand ever since.
- So whatThe core grievance was agrarian. Farmers in the Jat-dominated sugarcane belt of western UP argued the region was culturally and economically closer to Haryana and Rajasthan than to the rest of UP.
The 2011 Four-Way Split Proposal
- DetailChief Minister Mayawati’s BSP government took the demand furthest. Her cabinet approved a proposal to split UP into four states on 15 November 2011.
- DetailThe UP Legislative Assembly ratified the plan on 21 November 2011, and it was forwarded to the Centre on 23 November 2011.
- FactThe four proposed states were Purvanchal (east), Bundelkhand (south), Awadh Pradesh (central), and Paschim Pradesh, the western region also known as Harit Pradesh.
- ContextThe opposition Samajwadi Party called the move a pre-election political manoeuvre, since state elections were due in 2012. Mayawati denied this, and accused the Centre of sitting on the proposal deliberately.
Good to Know
A Resolution Is Not a Law
- DetailParliament never acted on the 2011 proposal.
- MechanismUnder Article 3 of the Constitution, only Parliament, not a state assembly, can actually create a new state. A state assembly’s resolution is just a request for Parliament to act, with no binding force of its own.
- So whatThe resolution remained exactly that, a request, seven years on. It never advanced to an actual bill in Parliament.

A Still-Unresolved Debate
- ComparisonThe demand is often compared to the successful splits that created Uttarakhand, Jharkhand, and Chhattisgarh, all in the same year, 2000. Supporters cite those as evidence smaller states can work.
- ContextOpponents worry about setting off further, harder-to-manage fragmentation demands elsewhere, plus UP’s possible loss of political weight in national politics if divided.
- StoryAjit Singh’s son, Jayant Chaudhary, now leads the Rashtriya Lok Dal as part of the NDA alliance in government. That alliance’s leadership has publicly favoured keeping UP united rather than dividing it.
- So whatThe demand has seen little fresh momentum in the most recent political cycle as a result.
Exam Point of View
Exam Point of View
- QuestionCDS (I) 2021, GK, Q67 asked which statements about creating a new state, or altering state boundaries, are correct. The trap: this process is NOT an Article 368 constitutional amendment, and does NOT need ratification by half the states.
- AnswerOnly one statement was correct: the legislation can be passed by a simple majority of both Houses of Parliament, under Article 3.
- WhyStudents often assume redrawing state boundaries needs the heavier Article 368 amendment process. It does not. Article 3 legislation is an ordinary law, just with a mandatory reference to the affected state’s legislature first, whose view isn’t binding.
