Political Associations Before the Indian National Congress

Before the Indian National Congress met in 1885, a string of smaller political associations had already tested the ground. Each one was regional. Each one taught its founders something about organizing Indians politically, under British rule.

Bengal’s Two Rival Associations

British Indian Association Formed in Calcutta in 1851, from a merger of the Landholders’ Society and the Bengal British India Society. Radhakanta Deb was its first President.
A Conservative Body The Association mainly represented landholders and the conservative elite. It leaned toward moderate, loyalist politics.
Indian Association Surendranath Banerjee and Ananda Mohan Bose founded the Indian Association in Calcutta in 1876. It emerged partly as a reaction to the British Indian Association’s conservative stance.
A Real Precursor The Indian Association organized India’s first all-India political conference, in Calcutta. That conference is seen as a direct precursor to the Indian National Congress.

Madras and London

Madras Native Association Gazulu Lakshminarasu Chetty founded the Madras Native Association in 1852. It was the first political organization in the Madras Presidency.
Madras Mahajana Sabha M. Veeraraghavachariar, G. Subramania Iyer, and P. Anandacharlu founded the Madras Mahajana Sabha much later, in May 1884. It was not founded by Chetty, a common exam mix-up.
East India Association Dadabhai Naoroji founded the East India Association in London in 1866, working with both Indians and retired British officials there.

Bombay’s Contributions

Poona Sarvajanik Sabha Mahadev Govind Ranade helped establish the Poona Sarvajanik Sabha in 1867. It aimed to act as a bridge between the government and the people, popularizing peasants’ legal rights.
Bombay Presidency Association Pherozeshah Mehta, K.T. Telang, and Badruddin Tyabji founded the Bombay Presidency Association in 1885. It formed largely in response to Lord Lytton’s reactionary policies and the Ilbert Bill controversy.
Same Year as Congress The Bombay Presidency Association formed in the same year the Indian National Congress itself was founded, 1885.

UPSC 2017 Pairs 1 and 3 are correctly matched: Radhakanta Deb genuinely was the British Indian Association’s first President, and Surendranath Banerjee genuinely founded the Indian Association. Pair 2 is wrong — Gazulu Lakshminarasu Chetty founded the Madras Native Association in 1852, not the Madras Mahajana Sabha, which came 32 years later, founded by different people entirely. All Regional Every one of these associations stayed regional. None achieved genuine all-India reach on its own.
A Deliberate Pattern That regional-first pattern wasn’t an accident. Local leaders needed practical organizing experience, before an all-India body could realistically work.
