LBSNAA (Lal Bahadur Shastri National Academy of Administration)

The Lal Bahadur Shastri National Academy of Administration (LBSNAA) is where India trains its top civil servants. Every IAS officer passes through its campus in Mussoorie. So do trainees from over a dozen other services. This lesson covers its history, its training pattern and the latest news.

Where and when

• LBSNAA is at Charleville Estate in Mussoorie, Uttarakhand.
• On 15 April 1958, Home Minister G.B. Pant announced the academy in the Lok Sabha.
• It opened at Mussoorie on 1 September 1959.
• It was renamed LBSNAA in July 1973 after Lal Bahadur Shastri.

Who trains here

• LBSNAA runs the common Foundation Course for the All India Services, the Indian Foreign Service and Group A services.
• Officers of the Royal Bhutan Civil Service train alongside Indian officers.
• Since 1985, it works under the Ministry of Personnel, Public Grievances and Pensions.

2Part 2: The Training Programme

Good to Know

The Sandwich Pattern

• A “Sandwich Pattern” of training was introduced in 1969.
• It runs Phase I, then District Training, then Phase II.

Bharat Darshan and district training

• In Phase I, trainees go on Bharat Darshan, a six-to-seven-week study tour.
• Groups travel nearly 20,000 km. They visit defence sites, PSUs, tribal areas and NGOs.
• District Training is the longest phase, at 10 to 12 months.
• Officers work under a District Magistrate for hands-on experience.

Mid-career training

• LBSNAA runs the Mid-Career Training Programme (MCTP) for officers with 14+ years of service.
• The first Common MCTP across services was held in 2021.

3Part 3: Campus and Legacy

Great to Know

The campus

• The Charleville Hotel building dates back to 1854.
• A fire in 1984 and an earthquake in 1991 damaged parts of the campus.

Leadership visits

• In 2017, PM Modi addressed over 360 officer trainees of the 92nd Foundation Course.

AI Champions Summit

• On 13-15 July 2026, LBSNAA joined ITDC and SCOPE for the AI Champions for Digital Governance Summit in New Delhi.
• It was the academy’s first programme held outside Mussoorie. (PIB, 15 July 2026)

MCTP and new batches

• On 10 July 2026, the 21st Round of MCTP Phase IV concluded, training 51 IAS officers.
