The Sixth Schedule of the Indian Constitution gives real self-rule to tribal areas in the Northeast. It covers four states: Assam, Meghalaya, Tripura, and Mizoram. Unlike most of the Constitution, it lets tribal communities run their own local laws, courts, and land rules. A common UPSC trap swaps it with the Fifth Schedule, which covers tribal areas in states like Chhattisgarh and Jharkhand instead.

The pattern: the Sixth Schedule trades protection for power. Fifth Schedule areas are advised through the Governor; Sixth Schedule areas govern themselves through directly elected councils.

🏛️ Must Know
What the Sixth Schedule Covers
- Four statesApplies to tribal areas in Assam, Meghalaya, Tripura, and Mizoram only.
- ADCsWorks through Autonomous District Councils; large districts also get a Regional Council for a sub-tribe.
- Up to 30 membersA District Council can have up to 30 members: Governor nominates 4, 26 are elected. Five-year term.
- Real law-makingCouncils make laws on land, forests, water use, village government, inheritance, marriage, and social customs.
- The swapUPSC tests the Sixth Schedule vs Fifth Schedule state list — the exact four-state set is the trap.
🏘️ Good to Know
Powers and Judicial Role
- CourtsDistrict Councils run village courts and district courts for disputes among Scheduled Tribes in their area.
- Governor’s assentSome council laws need the Governor’s assent before taking effect, so oversight is not fully removed.
- Financial powerCouncils can levy certain taxes, tolls, and royalties, and receive grants-in-aid from the Centre under Article 275(1).
- So whatLegislative + judicial + financial power together make the Sixth Schedule a genuinely self-governing regime.
Fifth vs Sixth Schedule
- Fifth ScheduleWorks through the Governor and a Tribes Advisory Council — protective, with no separately elected self-governing body.
- Sixth ScheduleSelf-governed by directly elected councils with real legislative, judicial, and financial power.
- So whatFifth = protected and advised; Sixth = self-governed. This contrast is a core UPSC distinction.
- How to recallFifth = advisory (Tribes Advisory Council); Sixth = elected District Councils with real power.

⚡ Great to Know
The Ten Named Councils
- Assam (3)Bodoland TC (2003), Karbi Anglong ADC (1952), Dima Hasao ADC (1951).
- Meghalaya (3)Khasi Hills ADC, Jaintia Hills ADC, Garo Hills ADC — all formed in 1973.
- Mizoram (3)Chakma ADC, Lai ADC, Mara ADC — all formed in 1972.
- Tripura (1)Tripura Tribal Areas ADC (1982), brought under Sixth Schedule in 1984.
- Why testedTen councils across four states; knowing the state-wise split is a common objective-question trap.
Article 244 & 244A Context
- Article 244Applies the Fifth and Sixth Schedules to tribal and scheduled areas.
- Article 244AAdded by the 22nd Amendment (1969), empowers Parliament to create a separate state or autonomous region within Assam.
- Meghalaya routeMeghalaya gained status via the North-Eastern Areas (Reorganisation) Act, 1971, not the Article 244A route.
- So whatArticle 244A remains a dormant enabling provision — a distinct exam point from the actual Sixth Schedule councils.
- Why it mattersBecause 244A was never actually used to create a state, exams test it as a power that exists on paper but was bypassed in practice.
