Parliament cannot examine every Bill, budget line, and ministry in the full House. So it delegates real scrutiny work to committees. Some committees are permanent. Others exist only to study one Bill, then dissolve. Between them, they cover finance, ministries, and social welfare, including the Committee on the Welfare of Scheduled Castes and Scheduled Tribes.
