India has sent people into space. It hasn’t yet sent anyone to the bottom of the ocean. The Deep Ocean Mission aims to fix that, building a submersible that can carry three people 6,000 metres underwater. This article covers the mission, its Samudrayaan submersible programme, and what it’s built to find.
Timeline
- June 2021 — The Union Cabinet approves the Deep Ocean Mission, with an outlay of ₹4,077 crore over five years.
- September 2021 — The Ministry of Earth Sciences formally launches the mission.
- February 2025 — Matsya 6000, India’s indigenous manned submersible, completes wet trials at L&T Shipyard in Tamil Nadu.
- 2026 — Shallow-water trials of Matsya 6000 are planned, ahead of full deep-sea manned dives targeted for 2027-28.
1. The Basics
- Approval The Union Cabinet approved the Deep Ocean Mission in June 2021, with an outlay of ₹4,077 crore over five years.
- Nodal Ministry Its nodal ministry is the Ministry of Earth Sciences (MoES).
- Six Components The mission has six components: the Samudrayaan manned submersible, deep-sea biodiversity exploration, polymetallic nodule mining, ocean climate advisory services, a marine station for ocean biology, and advanced ocean observation systems.
- Matsya 6000 Matsya 6000 is India’s indigenous, fourth-generation manned submersible. NIOT, in Chennai, built it. It can carry three people to a depth of 6,000 metres.
- Milestone Once Matsya 6000 completes a manned deep dive, India becomes only the sixth country to run a crewed deep-sea mission. The other five are the US, Russia, Japan, France, and China.

1. Matsya 6000’s Specs
- Endurance Matsya 6000 has an operational endurance of 12 hours. Its emergency endurance is 96 hours, for use if something goes wrong at depth.
- Trials Wet trials at L&T Shipyard in February 2025 tested the submersible’s systems in water, ahead of the deeper, riskier trials still to come.
2. Deep-Sea Mining
- Target The mining component targets polymetallic nodules in the Central Indian Ocean Basin, at depths around 5,500 metres. These nodules contain manganese, nickel, copper, and cobalt.
- Strategy The mission supports India’s Blue Economy strategy. It also aligns with UN Sustainable Development Goal 14, Life Below Water.

- Strategic Minerals Manganese, nickel, copper, and cobalt are critical inputs for batteries and electric vehicles. Deep-sea mining is partly a bet on securing these minerals without relying entirely on land-based supply chains controlled by other countries.

Who Actually Licenses Seabed Mining?
- Not the Global Ocean Commission It’s the International Seabed Authority (ISA), a UN body, that grants seabed exploration and mining licences in international waters.
- India’s licence India holds ISA licences for polymetallic nodule exploration in the Central Indian Ocean Basin, first granted in 2002 and extended since.
- Rare earths present Rare earth elements do occur in seafloor nodules and crusts in international waters.
