The European Union and the Eurozone
The European Union (EU) is a group of 27 European countries with shared laws and institutions. The euro area, often called the eurozone, is the 21 EU countries using the euro. These are different groups. Europe is a continent and has more countries than the EU.
Bulgaria adopted the euro on 1 January 2026. That made it the 21st euro-area member. Six EU members still use other national currencies.
EU, euro area, and Schengen
| Group | What joins its members? | 2026 membership |
|---|---|---|
| EU | Shared treaties, laws, market rules, and institutions. | 27 countries. |
| Euro area | EU countries that use the euro and share monetary policy. | 21 EU countries. |
| Schengen area | Rules for travel without routine internal border checks. | 29 countries: 25 EU and four non-EU. |
As of September 2026, the six EU countries outside the euro area are Czechia, Denmark, Hungary, Poland, Romania, and Sweden. Denmark has a treaty opt-out. The others have not adopted the euro.
Schengen is about travel borders, not money. Ireland and Cyprus are EU members outside Schengen. Iceland, Liechtenstein, Norway, and Switzerland are in Schengen but not in the EU.
Example: A traveller may cross from Germany into France without a routine border check. Both also use the euro. A traveller can use the same euro in Ireland, but Ireland is outside Schengen.
QUICK CHECK 1 OF 6 Β· TRUE OR FALSE
All 27 European Union countries use the euro.
Only 21 of the 27 EU countries use the euro as of September 2026.

What does the EU do?
The single market lets goods, services, people, and capital move across EU countries under common rules. The customs union removes most internal customs duties. It also uses a common tariff for many goods arriving from outside.
These ideas are linked, but they are not identical. The single market includes far more than tariffs. It covers many rules on products and business.
European Commission
It proposes many EU laws and checks how EU law is applied.
European Parliament
Citizens elect its members. It makes laws with the Council of the EU.
Council of the EU
National ministers meet by topic. They make laws with Parliament.
European Council
National leaders set broad political direction. This is not the same as the ministersβ Council.
Court of Justice
It helps ensure that EU law is read and applied consistently.
European Central Bank
The ECB leads the euro area’s shared monetary policy.
The Eurosystem is the ECB plus the central banks of the 21 euro-area countries. It sets and carries out monetary policy for the shared currency. National governments still make their own budgets.
How can an EU country adopt the euro?
It must meet convergence criteria. These are tests for stable prices, public finances, exchange rates, and long-term interest rates. Its national law must also fit the central-bank rules. Joining is a formal decision, not a country choosing to print euro notes overnight.
QUICK CHECK 2 OF 6 Β· TRUE OR FALSE
A euro-area country can set its own national interest rate.
The European Central Bank sets the common monetary policy for the euro area.
Why share one currency?
Possible gain
People can compare prices more easily. Firms avoid many exchange costs inside the euro area.
Hard choice
A euro-area country cannot change its own interest rate or devalue a national currency. The ECB chooses a policy for the whole area.
Imagine one country in recession while another grows fast. One interest rate may not fit both. Governments can use budgets, but EU fiscal rules still apply. The rules use 3% of gross domestic product (GDP) for deficits and 60% for debt as treaty reference values. The 2024 framework adds country plans and review steps. These figures are not a promise that every breach triggers the same response.
The euro-area debt crisis after 2009 showed this tension. Greece faced heavy debt and lost easy market access. Other euro-area states and lenders offered support with conditions. The European Stability Mechanism (ESM) later became a permanent crisis lender for euro-area countries. Aid can prevent a collapse, but conditions can be painful.
Worked example. Suppose Germany is growing fast and Greece is in recession, at the same time. Germany might want higher interest rates to cool its economy down. Greece might want lower rates to encourage borrowing and spending. The ECB can only set one rate for both. Whichever way it leans, one country’s economy gets a rate that doesn’t fit its own situation.
The EU is larger than the euro. The United Kingdom left the EU on 31 January 2020. It had never used the euro as its national currency. Brexit changed EU membership, not euro-area membership.
EU enlargement has a formal process. Candidate status does not mean immediate membership. A candidate must meet EU conditions, and members must agree under treaty rules. Avoid guessing an accession date.
QUICK CHECK 3 OF 6 Β· TRUE OR FALSE
The European Stability Mechanism can help euro-area countries in severe financial trouble.
The ESM can provide conditional financial support to euro-area members in crisis.
