Every time a news report says “oil prices rose today,” it is really quoting one of a handful of benchmark crude grades. West Texas Intermediate (WTI) and Brent are the two most-quoted names. A third, Dubai/Oman, prices most of the oil that reaches Asia, including India. UPSC has tested WTI directly — knowing what it is, and how it differs from Brent and Dubai/Oman, is core exam material.

Timeline
1983: WTI Futures Launch
- OriginNYMEX launched the first successful exchange-traded crude oil futures contract, based on WTI, on 30 March 1983. Cushing, Oklahoma was chosen as the delivery point because it already had the pipelines and storage to support cash-market trading.
1988: Brent Futures Follow
- ResultBrent futures began trading in June 1988, on the London-based International Petroleum Exchange (IPE). The IPE was later acquired by ICE in 2001, where Brent futures still trade today.
2020: WTI Goes Negative
- ResultOn 20 April 2020, the May WTI futures contract settled at −$37.63 a barrel, the first time in history a major benchmark traded below zero.
2025-2026: Sanctions Reshape the Dubai/Oman Side
- InsteadUS sanctions on Russia’s Rosneft and Lukoil, effective 21 November 2025, pushed Indian refiners to diversify their crude sourcing, reshaping how much Gulf-priced Dubai/Oman crude India actually buys.
Must Know
What West Texas Intermediate (WTI) Is
- DefinitionWest Texas Intermediate, or WTI, is a grade of crude oil. It is not a metal, a mineral, or a currency instrument.
- QualityWTI is light and low in sulphur. Traders call this combination “light sweet” crude, since it is easy and cheap to refine into petrol.
- Pricing pointWTI is priced and delivered at Cushing, Oklahoma. Cushing is a major storage and pipeline hub, and the delivery point for NYMEX crude oil futures.
What Brent Crude Is
- DefinitionBrent is a blend of light, sweet crude oils from North Sea oilfields. Named fields in the blend include Brent, Forties, Oseberg, and Ekofisk.
- Where the Name Comes FromThe name has a small, charming story. Shell UK named its North Sea oilfields after seabirds, in alphabetical order: Auk, then Brent, then Cormorant. Brent, discovered in 1971, is named after the brent goose, a small bird that winters on British coasts.
- ReachBrent is the world’s most widely used benchmark. Roughly two-thirds of internationally traded crude oil is priced against it, as “Brent plus” or “Brent minus” a set amount.
- Trading venueBrent futures trade mainly on the Intercontinental Exchange (ICE) in Europe. WTI futures trade mainly on the NYMEX in the United States.
Why Oil Benchmarks Matter
- Reference priceNot every barrel of crude is identical. Benchmarks give buyers and sellers a common, quotable reference price for grades that are hard to compare directly.
- Contract pricingMost crude sold around the world is priced as a benchmark price plus or minus a differential. The differential reflects that specific grade’s quality and location.
- News shorthandWhen a headline says “oil prices rose today,” it is almost always quoting the WTI or Brent benchmark price, not an average of every crude grade sold.
Good to Know
Dubai/Oman — the Asian Benchmark
- What it isDubai/Oman is an average of Dubai and Oman crude prices. Both grades are medium in density and higher in sulphur than WTI or Brent, so traders call them “sour” crude.
- RoleDubai/Oman prices most Persian Gulf crude bound for Asian refiners. It is the standard reference for oil moving from the Middle East to markets like India, China, and Japan.
- ScaleAn estimated 12-15 million barrels a day of Gulf crude are priced against this benchmark, making it central to Asian energy security.
India’s Own Reference: the Indian Basket
- DefinitionThe “Indian Basket” is a weighted average of the crude grades India actually imports. It combines the sour Dubai/Oman average with sweet Brent (dated) crude.
- WeightsThe Petroleum Planning and Analysis Cell (PPAC) currently weights the basket at roughly 68% Dubai/Oman and 32% Brent, reflecting India’s real import mix.
- PublisherPPAC, under the Ministry of Petroleum and Natural Gas, publishes the Indian Basket price daily. Government and industry both track it closely.
How These Benchmarks Reach the Petrol Pump
- Import costIndia imports over four-fifths of the crude oil it consumes. Indian Basket movements feed almost directly into the landed cost of that crude.
- Pass-throughIndian oil marketing companies revise retail petrol and diesel prices using global benchmark trends, the rupee-dollar rate, and domestic taxes together.
- Why it matters for policyA rising Indian Basket price widens India’s oil import bill and its current account deficit. This is why budget documents and RBI statements track it as a key external risk.

Great to Know
The Day WTI Went Negative
- EventOn 20 April 2020, the May WTI futures contract settled at −$37.63 a barrel. Sellers were briefly paying buyers to take oil off their hands.
- CauseCOVID-19 lockdowns had crushed fuel demand, while output stayed high. Storage at Cushing, the delivery point, was running out of room to hold unwanted oil.
- SignificanceIt was the first time in history a major oil benchmark had traded below zero, a stark illustration of what a physically-delivered futures contract really means.
OPEC’s Influence on These Benchmarks
- Supply leverOPEC, and the wider OPEC+ group, sets production quotas for major producers, including Saudi Arabia, Iraq, and the UAE.
- Effect on Dubai/OmanSince Gulf producers dominate the sour-crude pool, OPEC+ output cuts tighten supply that feeds directly into the Dubai/Oman benchmark.
- Effect on Brent and WTIOPEC+ decisions also move global sentiment on Brent and WTI, even though those benchmarks price crude from outside OPEC, like the North Sea and US shale.
Why WTI and Brent Prices Diverge
- The spreadThe gap between Brent and WTI prices is called the Brent-WTI spread. It usually keeps Brent a few dollars above WTI, though the sign has flipped at times.
- Landlocked vs seaborneWTI is priced deep inland at Cushing, so it depends on US pipeline capacity to reach export markets. Brent is priced near the sea, so it moves more freely by tanker.
- What moves the spreadUS shale output, pipeline bottlenecks, and export terminal capacity widen or narrow the spread, on top of the same global supply-demand forces that move both benchmarks together.

CSP 2020: What WTI Actually Is
- QuestionUPSC CSP 2020 asked what the term “West Texas Intermediate,” sometimes found in news, refers to a grade of.
- WhyThe correct answer is crude oil, option (a), not bullion, rare earth elements, or uranium. WTI is one of the world’s three key oil benchmarks, alongside Brent and Dubai/Oman.

Current Affairs
2025-2026: Sanctions Force a Reshuffle in India’s Crude Mix
- FactOn 22 October 2025, the US Treasury sanctioned Russia’s two largest oil companies, Rosneft and Lukoil, citing Moscow’s lack of commitment to ending the war in Ukraine. The sanctions took effect on 21 November 2025.
- WhyRosneft and Lukoil together had accounted for roughly 60% of India’s Russian crude purchases. That volume had been flowing steadily into Asian refiners since a Western price cap was imposed on Russian oil in late 2022.
- ResultIndian refiners began diversifying their crude sourcing toward the Middle East and other suppliers. Between December 2025 and February 2026, Russia’s share of India’s total crude imports fell below 25%, for the first time in two years.
- InsteadThis diversification directly affects this article’s own topic: as Indian refiners buy relatively more Gulf crude, the Dubai/Oman benchmark and the Indian Basket’s weighting both feel the effect.
