1. What Blue Transformation Is

Definition Blue Transformation is FAO’s Roadmap 2022–2030 for aquatic food systems. It guides sustainable growth in fisheries and aquaculture worldwide.
Origin The concept comes from the Declaration for Sustainable Fisheries and Aquaculture. All FAO Members endorsed it at COFI’s 34th Session, in February 2021.
Formalised FAO formally rolled it out as the Roadmap 2022–2030, at COFI’s 35th Session in September 2022. That year’s SOFIA report, titled “Towards Blue Transformation,” carried the same theme.

2. Its Three Objectives

Aquaculture Sustainably expand and intensify aquaculture, to meet growing demand while distributing benefits equitably.
Fisheries Effectively manage all fisheries, keeping stocks healthy and livelihoods secure.
Value Chains Upgrade aquatic food value chains, so they are socially, economically, and environmentally sustainable.

3. The Four Betters and the 2030 Target

Four Betters FAO’s Strategic Framework 2022–31 organises all its work around four goals. They are: better production, better nutrition, a better environment, and a better life. Blue Transformation applies the same four goals.

The Numbers Behind the Shift

SOFIA 2024 In 2022, global aquaculture output reached 94.4 million tonnes. That was 51% of the world total, overtaking capture fisheries for the first time. 57% of that output went to human consumption.
Total Output Combined fisheries and aquaculture production hit 223.2 million tonnes in 2022. That included 185.4 million tonnes of aquatic animals and 37.8 million tonnes of algae.
Asia’s Share Asia produces 91.4% of the world’s farmed aquatic output. It is by far the dominant aquaculture region.
UNOC 2025 FAO presented its Blue Transformation priorities at the UN Ocean Conference. It was held in Nice, France, in June 2025 — the setting for the Four Betters question below.
Looking Ahead Global seafood production is projected to grow 10% by 2032, but would need to grow 22% by 2050 to meet expected demand.

Reading the Framework Correctly

Not Ocean-Specific The Four Betters are generic across all of FAO’s work, not fisheries-specific vocabulary. The same four terms apply to crops, livestock, and forestry too.
Implementation FAO delivers on the Strategic Framework through 20 Programme Priority Areas (PPAs). These span its full mandate, not just Blue Transformation.
India’s Own Track India runs its own domestic aquaculture push, the Blue Revolution scheme under PMMSY. It aligns with FAO’s vision but is organisationally distinct from it.

Why the Real Four Betters Aren’t Ocean-Themed

Real Terms The four are: better production, better nutrition, better environment, and better life. All four come straight from FAO’s Strategic Framework 2022–31, not from any ocean-specific vocabulary.
Common Trap Options built from “better ocean,” “better coral reefs,” or “better estuaries” sound like a good fit for a marine conference. But none is FAO’s actual term — they are invented distractors.
Why It Matters The Four Betters are FAO’s org-wide framework, not an ocean-specific slogan. Knowing that is the fastest way to eliminate three of the four options here.
