India’s biofuel policy has a clear rule: waste and damaged crops, yes. Food-security staples still eaten in bulk, no.

🏛️ Must Know
Which Raw Materials the Policy Actually Approves
- Cassava Cassava, a starch-rich root crop, is approved as a raw material for biofuel production.
- Damaged Wheat Grains and Rotten Potatoes Wheat grains damaged and unfit for human consumption are approved feedstocks. Rotten potatoes are too.
- Sugar Beet Sugar beet, whose root has high sucrose content, is approved too, since sugar ferments readily into ethanol.
- What’s Excluded Groundnut seeds and horse gram are NOT listed as approved raw materials. Both are essential food crops and high-protein sources.

The Logic Behind What Gets Approved
- Protecting Food Security The policy deliberately excludes staple food crops and protein sources. This avoids diverting food away from consumption.
- Damaged or Surplus Material Only Approved feedstocks are either damaged, rotten, or surplus material unfit for eating. Some are grown specifically for industrial use instead.
- Learning From Global Debates This approach reflects lessons from global “food vs fuel” debates. Elsewhere, using edible crops for biofuel raised prices and supply concerns.

UPSC CSP 2020 — Approved Raw Materials Under the National Policy on Biofuels
- UPSC 2020 Cassava, damaged wheat grains, rotten potatoes, and sugar beet are approved biofuel raw materials. Groundnut seeds and horse gram are not, since both are food crops. See UPSC CSP 2020 GS Paper I, Q84. View this question.

Why Biofuel Policy Keeps Shifting Its Feedstock List
- A Sugarcane Surplus Exception India’s biofuel policy also allows surplus sugarcane and grains to be diverted to ethanol. This applies only when there’s a genuine production surplus.
- Balancing Two Goals The policy tries to balance two goals at once: cutting fuel imports and reducing crop-residue burning. It does this without threatening food supply.
- Revised as Conditions Change The approved feedstock list isn’t fixed forever. It gets revised as agricultural surpluses, prices, and energy needs shift over time.
