Chandigarh: The City Beautiful

Chandigarh is a Union Territory and the shared capital of Punjab and Haryana. These are two different facts about the same place.

Its public offices explain the capital role. Its separate Union Territory status explains how Chandigarh itself is governed.

The City Beautiful is also a lesson in planning. Roads, homes, markets and parks were designed as parts of a whole.

How can one city be the capital of two states?

Capital functions do not decide territorial status

Chandigarh serves both Punjab and Haryana as their capital. Chandigarh itself is a separate Union Territory (UT).

The Punjab Reorganisation Act, 1966, created this arrangement from 1 November 1966. Chandigarh came under the direct administration of the Central Government.

Do not place Chandigarh inside either state when answering a status question. A state can use the city as its capital without governing the UT.

For example, an exam can ask which states share Chandigarh as their capital. The answer is Punjab and Haryana. A question about its status instead asks whether Chandigarh is a state or Union Territory.

Read area and population with their correct dates

Chandigarh covers about 114 square kilometres. It lies near the foothills of the Shivalik range.

Its population was 1,055,450 in the 2011 Census. This is about 10.55 lakh people. The census year belongs with the number.

Do not describe that count as Chandigarh’s present population. A later estimate and a census count are different kinds of evidence.

Always attach a date to a population figure. A figure above 1.1 million needs its own date and source.

Check 1. Chandigarh belongs to Punjab because Punjab uses it as its capital.

Who governs Chandigarh, and why does the Governor have two roles?

One person can hold two separate offices

Since 1 June 1984, Punjab’s Governor has also served as Chandigarh’s Administrator. Before that change, the UT had a Chief Commissioner.

The same person therefore acts in two different offices. Being Punjab’s Governor does not make Chandigarh part of Punjab.

Chandigarh has no elected Legislative Assembly or Chief Minister of its own. Do not copy Delhi’s elected-government structure into a Chandigarh answer.

As of 15 October 2026, Gulab Chand Kataria holds the Governor and Administrator roles. He took charge on 31 July 2024.

Separate the permanent arrangement from the current office holder. The Governor–Administrator arrangement began in 1984. Kataria’s own term began in 2024.

The Chief Secretary is not a Chief Minister

A January 2025 notification replaced the designation “Adviser to the Administrator” with Chief Secretary.

The title concerns an administrative office. It does not create an elected ministry or give Chandigarh statehood.

The administration also has Home and Finance Secretaries. Their work includes distinct groups of departments. Urban Planning appears within the Finance Secretary’s listed charges.

The Municipal Commissioner also holds the Smart City company’s chief executive role. These work assignments should not be confused with a new state government.

A useful exam method is to identify the office before memorising the name. Ask whether the question concerns an Administrator, a senior official or an elected leader.

Check 2. Punjab’s Governor and Chandigarh’s Administrator are separate roles held by the same person.

Why was Chandigarh planned after Independence?

Partition left East Punjab needing a capital

In 1947, Partition placed Lahore in Pakistan. Lahore had been the capital of undivided Punjab. East Punjab therefore needed a new capital.

Jawaharlal Nehru supported the new city as a symbol of independent India’s future. Chandigarh was also intended to help resettle people uprooted by Partition.

The site near the Shivalik foothills was selected in 1948. The foundation stone was laid in 1952. Construction shaped the new city during the 1950s.

The name links to nearby Chandi Mandir. The temple’s deity and the idea of a fort helped give Chandigarh its name.

A planned city is designed through a chosen layout. That does not mean its site had no earlier residents or villages. Chandigarh’s wider territory includes older village settlements.

Le Corbusier led a team, rather than building the city alone

Albert Mayer and Matthew Nowicki prepared an earlier plan in 1950. Their design used a fan-shaped layout and neighbourhood blocks.

After Nowicki died in an air accident, Mayer discontinued his work. A new team led by Le Corbusier took over in 1951.

Le Corbusier was a Swiss-born French architect. He developed the master plan and designed the Capitol Complex.

Pierre Jeanneret, Maxwell Fry and Jane Drew worked on the city alongside Indian architects and planners. Housing, schools and other buildings required this wider team.

So, “Who designed the master plan?” points to Le Corbusier. “Did one architect design every building?” requires a different answer. The master plan and each building are different levels of design.

How do numbered sectors make the city easier to understand?

A sector is a neighbourhood unit, not merely an address

Chandigarh’s sectors combine homes with local shops, schools, community facilities and green space. The aim is to meet many daily needs within walking distance.

Imagine a family needing groceries and a child’s school. A neighbourhood plan places routine needs near homes. A trip across the whole city should not be needed for every task.

This is the purpose of a self-contained sector. It does not mean every specialist hospital or college lies inside every sector. Larger institutions serve wider areas.

The original plan separated several city functions. Living areas, workplaces, recreation and travel each received planned space.

Sector numbers help organise the layout. The deeper planning idea is the relationship between homes, services, open space and routes.

Faster roads around the sector

  • Homes and local streetsAccess within the neighbourhood.
  • Market and community servicesRoutine needs near residents.
  • School and shared facilitiesNeighbourhood services within reach.
  • Green space and walking routesSpace for recreation and movement.

Controlled access connects the sector to surrounding roads.

Road types have different jobs

Le Corbusier’s road system is known as the 7Vs. It groups routes by function rather than treating every road alike.

Major routes carry movement between parts of the city. Other streets connect shops, homes and local services. Pedestrian paths serve walking.

Faster traffic stays on roads around the sector. Controlled entry points connect the neighbourhood with those roads. This design limits through traffic near homes.

Think of a journey in stages. A traveller moves along a city route, enters a sector, then reaches a local street. Each route serves a different part of that journey.

A good layout is a design goal, not proof that congestion can never occur. The diagram explains the intended relationship between traffic and neighbourhood life.

Parks belong to the plan, rather than filling spare land

Le Corbusier compared the city to a human body. The Capitol Complex in Sector 1 formed the head. Sector 17, the city centre, formed the heart.

Leisure Valley, parks and sector greens formed the lungs. Educational and cultural institutions represented the intellect. Roads formed the system of circulation.

The comparison helps connect places with functions. A park serves recreation and open space. A road connects places. Neither works in isolation from the rest of the city.

Sukhna Lake, gardens and the Government Museum and Art Gallery are also visitor attractions. Chandigarh’s identity therefore includes more than government offices.

Check 3. Self-contained sectors mean every sector must contain every specialist institution.

What separates the Capitol Complex from the Rock Garden?

The Capitol Complex expresses the formal plan

The complex includes the Secretariat, High Court and Legislative Assembly buildings. Large open spaces connect the buildings as parts of a planned composition.

The Open Hand is Chandigarh’s official emblem. It expresses openness to giving and receiving. Its sculptural form helps make the city’s planning identity visible.

In 2016, the Capitol Complex entered the World Heritage List as part of a wider Le Corbusier property.

That listed property contains 17 sites across seven countries. Do not assume the whole city of Chandigarh received the same listing. The boundary of a listed property matters.

Nek Chand turned discarded materials into a different kind of landscape

Nek Chand, a government employee, began the Rock Garden in secret during his spare time in 1957.

He used discarded household and industrial materials to create figures and spaces. Broken objects became parts of a designed environment rather than remaining waste.

The work developed through the 1960s and 1970s before gaining official recognition and protection. Its informal beginning contrasts with the city’s official master plan.

Remember the distinction through their work. Le Corbusier led the city’s plan. Nek Chand created the Rock Garden. Both shaped Chandigarh, but through different projects.

The Rock Garden is not one of the Capitol’s government buildings. A question about recycled materials points towards Nek Chand’s creation, not the master plan.

What happened during the July 2026 project launch?

Separate inaugurated facilities from proposed construction

On 17 July 2026, Narendra Modi launched development projects worth over ₹4,700 crore in Chandigarh. The projects covered healthcare, education and roads.

At PGIMER, he inaugurated the Advanced Mother and Child Centre and Advanced Neurosciences Centre. PGIMER is the Postgraduate Institute of Medical Education and Research.

He also laid the foundation stone for a 150-bed Critical Care Block. It comes under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM).

Inauguration and foundation-stone laying describe different stages. Do not present the proposed block as already opened simply because it appeared in the same event.

The mother-and-child facility supports high-risk pregnancies, seriously ill newborns and children needing specialist care. The neuroscience facility brings several brain and nerve services together.

Gulab Chand Kataria, Union Health Minister Jagat Prakash Nadda and Chandigarh MP Manish Tiwari attended the programme. Tiwari’s parliamentary role is distinct from the UT Administrator’s office.

Read spending claims within their actual scope

Modi referred to spending above ₹2,500 crore on making Chandigarh more high-tech. He mentioned command-and-control systems, smart traffic management and digital government services.

The figure covered that wider mission. It should not be labelled as spending only on traffic management.

The programme also highlighted retired police officer Inderjit Singh Sidhu, known as the Broom Warrior. Modi linked Sidhu’s cleanliness work with a Padma award in 2026.

These developments connect planning with daily services. A city needs working health facilities, travel routes and sanitation alongside an attractive street layout.

Check 5. Laying a foundation stone means the proposed hospital block has already opened.

How should I revise Chandigarh without mixing up names?

Match Punjab and Haryana with the shared capital. Match the UT Administrator with the Governor of Punjab. Match Le Corbusier with the master plan and Nek Chand with the Rock Garden.

Then attach the dates to the right event. The UT arrangement began in 1966. The Governor’s additional UT role dates from 1984. The July 2026 programme concerns development projects.
