Puducherry is a Union Territory with four separate regions. Its capital is Puducherry town, formerly called Pondicherry.
The territory shares a name with its capital and one region. The whole territory is larger than Puducherry town.
Where are the four regions?
One territory, separate places
Puducherry and Karaikal lie beside Tamil Nadu on the Coromandel Coast. Mahe lies on the Malabar Coast beside Kerala.
Yanam lies in the Godavari delta beside Andhra Pradesh. The four regions do not form one continuous block of land.
Together, the regions cover about 492 square kilometres. The nearby states help locate them. They remain parts of the Union Territory.

Why do 1954, 1962 and 1963 mean different things?
Separate control from legal transfer
France transferred actual control of these settlements to India on 1 November 1954. This was the de facto transfer: control changed in practice.
The legal transfer followed on 16 August 1962. This was the de jure transfer, concerning legal sovereignty.
The Government of Union Territories Act, 1963, provided the framework for the Assembly and Council of Ministers. Do not treat 1963 as the legal transfer date.

How is Puducherry governed?
An elected Assembly within a Union Territory
Puducherry has a Legislative Assembly and a Council of Ministers headed by a Chief Minister. It also has a Lieutenant Governor.
The Assembly gives Puducherry an elected government. Most Union Territories lack an Assembly. Having one does not make Puducherry a state.
N. Rangasamy of the All India NR Congress (AINRC) took oath for a record fifth term on 13 May 2026. His AINRC-led alliance won the 2026 Assembly election.
Kuniyil Kailashnathan took oath as the 25th Lieutenant Governor on 7 August 2024. The Chief Minister and Lieutenant Governor hold different offices.
Voters elect Assembly members. The Chief Minister is appointed under the law. Voters do not elect the Chief Minister in a separate direct poll.
Compare a Union Territory without an Assembly
Lakshadweep has no Legislative Assembly. It is governed through an Administrator appointed by the President.
Puducherry has an Assembly and a Chief Minister-led Council of Ministers. The two territories have different forms of government.

Where can the French legacy be seen?
Read streets and schools as signs of history
The French Quarter retains French colonial buildings and street names. French influence also appears in local culture and some schools.
These features help explain the territory’s distinct cultural identity. They do not mean Puducherry remains under French rule.
The French War Memorial is one visible reminder of that past. Its presence is evidence of heritage, rather than proof of present French government.

How is Auroville linked to Puducherry?
A nearby township with an international aim
Auroville was founded on 28 February 1968 near Puducherry town. Its aim is human unity across national and cultural divisions.
Auroville is mostly in Tamil Nadu, with some parts in Puducherry. Being near the capital does not make the whole township part of the Union Territory.
Residents come from more than fifty countries. That international community is different from a separate sovereign country.
Puducherry has French heritage and an elected Union Territory government. It also has links with an international township. Keep those three features distinct when answering questions.
