The NPT lets five countries keep nuclear weapons legally. It asks everyone else to give theirs up, or never build any. India has never signed it. This article covers the Non-Proliferation Treaty and why India stays outside it.
🕰️ Timeline
1967-1970 — The Cutoff and Entry Into Force
- 1 Jan 1967 The NPT’s cutoff date. Only states that tested nuclear weapons before this date can be recognised as Nuclear Weapon States.
- 5 Mar 1970 The NPT enters into force. India refuses to sign, calling it discriminatory.
2025-2026 — Recent Disarmament Diplomacy
- Oct 2025 India tells the UN’s First Committee its commitment to “universal, non-discriminatory” disarmament remains undiminished.
- 27 Apr-22 May 2026 The 11th NPT Review Conference meets at UN Headquarters, New York. India, not a party, still engages in related disarmament debates.
✊ Must Know
Why India Never Signed
- Refusal India has never signed the NPT, calling it discriminatory. Only five states — those that tested before 1 January 1967 — can legally keep nuclear weapons under it.
- Timeline The NPT opened for signature in 1968 and entered into force on 5 March 1970. India refused to sign from the start.
India’s Core Objection
- Imbalance India argues the NPT stops “horizontal” proliferation, meaning new states gaining weapons. It does not stop “vertical” proliferation, meaning existing states expanding their own arsenals. India calls this imbalance unfair.
- Alternative India instead calls for universal, non-discriminatory, verifiable global disarmament, not a treaty that freezes an unequal status quo.
💡 Good to Know
The Five Recognised Nuclear Weapon States
- Five NWS The NPT’s five recognised Nuclear Weapon States are the US, Russia, UK, France, and China. All five tested a weapon before the 1 January 1967 cutoff.
- Outside NPT India, Pakistan, and Israel are nuclear-armed states outside the NPT framework, sometimes called “de facto” nuclear states.
Recent Review Conference and Statements
- 2026 The NPT’s 11th Review Conference met at UN Headquarters, New York, from 27 April to 22 May 2026.
- 2025 In October 2025, India addressed the UN’s First Committee directly. It said its commitment to universal, non-discriminatory, and verifiable nuclear disarmament remains undiminished.

🌟 Great to Know
NPT Refusal and Pokhran-II
- Same root India’s NPT refusal and its 1998 Pokhran-II tests share the same root position: a treaty that freezes five states’ arsenals while asking everyone else to disarm isn’t a security guarantee India will accept.
- Vs North Korea India’s stance differs from North Korea’s. North Korea signed the NPT and later withdrew from it. India never signed at all, avoiding a formal treaty violation.
How This Shaped India’s Nuclear Diplomacy
- Diplomacy Staying outside the NPT shaped decades of India’s nuclear diplomacy. It brought sanctions after the 1998 tests. It later led to the India-US civil nuclear deal, a special negotiated exception, not NPT membership.

UPSC CSP 2015 — Which Countries Are NPT-Recognised Nuclear Weapons States
- UPSC 2015 The correct answer is 1 and 2 only — China and France. The NPT recognises exactly five Nuclear Weapons States, those that tested a weapon before 1 January 1967: the US, Russia, the UK, France, and China. India, Israel, and Pakistan built weapons after that cutoff, so none of them qualify as NPT-recognised nuclear states. See UPSC CSP 2015 GS Paper I, Q88.
