India Sanitation Coalition and the National Institute of Urban Affairs

Sanitation is a shared job. This lesson is about two bodies in that story, and the one UPSC question that mixed them up.

1.1 When and where did it start?

The India Sanitation Coalition (ISC) was launched in June 2015. The launch took place at FICCI, the Federation of Indian Chambers of Commerce and Industry.

FICCI is a big industry body. So the ISC began inside the world of business, not inside a ministry.

This matters for exams. A body that starts at an industry group is not a part of the Government. It can still work with the Government.

1.2 What is it for?

ISC says its goal is to bring organizations and individuals together. They look for lasting answers to the sanitation problem.

The platform is open to corporates, civil society groups, government, financial institutions, media, donors and experts.

• It supports safe and sustainable sanitation.
• It brings many organizations onto one common platform.
• It works in line with the Swachh Bharat Mission.

Example: think of a group project at school. No one student owns it. Each one brings something. A coalition works the same way.

Common mistake: a coalition is a group of partners. It is not a government department.

Sanitation work needs money, ideas and people. ISC says it works “in partnership with the Government”. This part shows what that means in practice.

2.1 Is it a Government and WHO project?

No. The UPSC key marks that statement false.

ISC’s own pages call it a coalition of WASH experts working in partnership with the Government. They do not call it a Government-and-WHO programme.

The Government is a partner. It is not the owner.

Common mistake: “in partnership with the Government” does not mean “funded by the Government”. A partner shares the work. It need not pay for it.

2.2 What does ISC actually do?

ISC does not build toilets by itself. It brings partners together and helps good ideas spread.

• Lighthouse Initiative: the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, commissioned it. It runs in public-private partnership (PPP) mode. In its first phase it was piloted in 75 Gram Panchayats across fifteen States.
• ISC-FICCI Sanitation Awards: these began in 2017. They reward good work in the sanitation sector.
• Rashid Kidwai Innovation in Sanitation Award (RAKIS): it helps start-ups find private sponsors.

Memory hook: ISC convenes. The Government and companies do the work.

Cities need plans, data and trained people. NIUA is the institute that works on these. UPSC asked about it with ISC in the same question.

3.1 What is NIUA?

The National Institute of Urban Affairs (NIUA) calls itself India’s premier urban think tank. It has shaped the urban narrative since 1976.

A think tank is a group that studies a problem and offers ideas. It does not make the rules.

NIUA was set up as an autonomous body under the aegis of the Ministry of Housing and Urban Affairs (MoHUA). “Autonomous” means it runs its own affairs.

• Vision: sustainable, inclusive and resilient urban development, through knowledge, innovation and collaboration.
• Mission: to support cities and governments through policy research, capacity building and technical expertise.
• Focus areas: urban governance, municipal finance, climate and resilience, and smart cities.

3.2 Is it the Ministry’s apex body?

No. UPSC marked that statement false too.

The Ministry’s own annual report describes NIUA as an autonomous non-statutory body. Its job is to carry out urban research. It also collects and shares information on urban local bodies.

“Apex” means the top body of a system. NIUA is a research institute, so it is not that.

Common mistake: a body that works closely with a ministry is not the same as the ministry’s apex body.

A body can be born from an Act of Parliament, or by registration. NIUA is the second kind.

4.1 Was NIUA made by an Act of Parliament?

No. NIUA is registered as a society under the Societies Registration Act, 1860.

The Ministry’s report calls it non-statutory. A statute is a law passed by Parliament. So “non-statutory” means no such law created it.

A society here is a registered group with its own rules. It is not the whole public.

• Set up: 1976.
• Legal basis: registration under the Societies Registration Act, 1860.
• Type: autonomous, non-statutory.

4.2 Who sits on its Governing Council?

NIUA has a Governing Council. Its list shows how close NIUA stays to the Ministry.

• The Vice-President is an Additional Secretary in MoHUA.
• A Joint Secretary and Financial Advisor of MoHUA is a member.
• Other members come from outside, such as researchers and retired officers.
• The Director of NIUA is the Member-Secretary.

So the Ministry has a strong voice in the Council. Even so, NIUA stays an autonomous society.

Both names sound official. So many students assume the Government runs and funds them fully.

5.1 What traps does UPSC set?

UPSC picks a well-known body and adds one false line about who funds it or what rank it holds.

• Trap: ISC as a Government-and-WHO funded body.
• Trap: NIUA as the Ministry’s apex body.
• Check 1: who started it, and who are its partners?
• Check 2: is it created by an Act, or by registration?
• Check 3: watch strong words such as “apex” and “only”.

Example: read this line: “NIUA is the apex body of the Ministry.” Ask who created NIUA. A registered society did. Can a society sit above a ministry? No. So the line is false.

Memory hook: ISC is a coalition from 2015. NIUA is a society from 1976.

One UPSC question tested both bodies. Both statements were false.

The answer is (d) Neither 1 nor 2. ISC calls itself a coalition of partners, not a Government-and-WHO programme. NIUA is an autonomous society, not the Ministry’s apex body. Test yourself on this question.
