10 marks150 wordsWorld History
Key Points & Approach to Answering
1. Britain’s initial plan failed fast

The Malayan Union of 1946 centralised the Malay states and extended citizenship broadly to non-Malays. Malay nationalists rejected it, forcing its replacement within two years.

2. Federation of Malaya, 1948

Britain replaced the Union with the Federation of Malaya, restoring the Sultans’ status and tightening citizenship rules. This showed local political pressure could reverse British plans.

3. A live communist insurgency

The Malayan Communist Party, led by Chin Peng, launched an armed insurgency in 1948. Britain declared a state of emergency that ran until 1960.

4. Ethnic composition of the insurgency

Most communist guerrillas were ethnic Chinese. This let colonial and Alliance propaganda frame the insurgency as a Chinese threat, complicating multi-ethnic nation-building.

5. The Briggs Plan resettlement

Britain resettled around half a million rural Chinese squatters into guarded New Villages. This cut the guerrillas off from food and support, weakening the insurgency.

6. Failed negotiation: the Baling Talks, 1955

Tunku Abdul Rahman met Chin Peng directly in December 1955, offering amnesty for surrender. Talks failed, but Tunku’s firm handling raised his political standing.

7. Building a multi-ethnic coalition

UMNO, the MCA, and the MIC formed the Alliance Party, uniting Malay, Chinese, and Indian communities in one bloc rather than three rival communal parties.

8. An unwritten communal bargain

Independence rested on a deal: Malay political dominance in exchange for Chinese and Indian citizenship and economic rights. This bargain shaped the whole negotiation.

9. Independence granted mid-insurgency, 1957

Merdeka came on 31 August 1957, while the Emergency was still officially active. Britain judged the Alliance government capable of finishing the counter-insurgency itself.

10. Suggested answer structure

Cover the political problem (the Union’s failure), the security problem (the Emergency), and the social problem (ethnic balance) as the three distinct strands the question asks for.
