A few officials meet in Washington and change one interest rate. Weeks later, money moves in and out of Indian markets. How does that happen?
This lesson explains the US Federal Reserve, its 2026 decisions and the routes by which they reach India. It also compares the Fed with the RBI. For the Indian side, see Monetary Policy and RBI Tools and Central Banking.
- Who: the Fed’s 12-voter FOMC sets the US policy rate.
- 2026 path: held at 3.50%-3.75% until July, hiked to 3.75%-4.00% on 16 September, held on 28 October.
- Link to India: US yields and the dollar steer foreign money in and out of emerging markets.
- History: the 2013 taper tantrum and the “Fragile Five”.
- India: RBI raised the repo rate to 5.50% on 7 October 2026.
What Is the Fed and Who Votes on Rates?

Who decides the US interest rate?
The Federal Open Market Committee (FOMC) decides it. It has 12 voting members. They are the 7 Board governors, the New York Fed president and 4 rotating Reserve Bank presidents. (Source: Federal Reserve)
Think of a school board with fixed seats and a few rotating seats. Each meeting, all 12 voters can say yes or no.
What goals does the Fed follow?
The Federal Reserve Act sets three goals. They are maximum employment, stable prices and moderate long-term interest rates. This is commonly called the dual mandate. (Source: Federal Reserve)
The Fed’s inflation goal is 2 percent. (Source: Fed, 28 Oct 2026)
For how inflation is measured at home, see Inflation in India.
Check 1
The FOMC has 12 voting members.
What Did the Fed Do in 2026?
How long did the Fed hold rates?
On 28 January 2026 the FOMC held the target range at 3.50%-3.75%. Miran and Waller dissented. They wanted a cut. (Source: Fed, 28 Jan 2026)
The FOMC held at the same range on 18 March, 29 April, 17 June and 29 July. (Source: Fed, 29 Jul 2026)
In July, Hammack, Kashkari and Logan dissented too. They wanted a 25 basis point hike. A basis point is one hundredth of a percentage point. So 25 bp is 0.25%.
What happened in September and October?
On 16 September the FOMC raised the range by 25 bp to 3.75%-4.00%. The vote was 12-0. The Fed said inflation was elevated and the move supports a “timelier return” to 2%. (Source: Fed, 16 Sep 2026)
On 28 October it held at 3.75%-4.00% by a 10-2 vote. Cook and Hammack wanted another 25 bp hike. The statement said inflation “remains elevated”. (Source: Fed, 28 Oct 2026)
| Date (2026) | Decision | Range |
|---|---|---|
| 28 Jan | Hold; 2 wanted a cut | 3.50%-3.75% |
| 18 Mar, 29 Apr, 17 Jun | Hold | 3.50%-3.75% |
| 29 Jul | Hold; 3 wanted a hike | 3.50%-3.75% |
| 16 Sep | Hike of 25 bp, 12-0 | 3.75%-4.00% |
| 28 Oct | Hold, 10-2; 2 wanted a hike | 3.75%-4.00% |
The September projections show a median of 4.1% for end-2026 and end-2027, and 3.2% for the longer run. These are individual projections, not promises. (Source: Fed projections)
Check 2
The Fed’s statement blamed tariffs and energy prices for the September hike.
Who Runs the Fed Now?
Who is the Fed chair?
Kevin Warsh took office as chair on 22 May 2026. His four-year term ends on 21 May 2030. He succeeded Jerome Powell. The Senate confirmed him 54-45. (Source: Federal Reserve) (Source: CBS News)
What is the Lisa Cook case?
President Trump tried to remove Governor Lisa Cook. On 29 June 2026 the Supreme Court ruled 5-4 that she could stay while the case continues. (Source: Faegre Drinker)
Cook voted at the October meeting. (Source: Fed, 28 Oct 2026)
The case matters because a central bank works best when it can decide without political pressure. That is called central bank independence.
How Does a US Rate Move Reach India?
Why does US tightening matter to India?
Unexpected US tightening can raise yields in emerging markets. It can trigger outflows of portfolio money and weaken currencies. A stronger dollar can also discourage foreign investment in local bonds and shares. (Source: IMF blog) (Source: BIS)
Picture a shop that pays 3% and a faraway shop that now pays 4% with less risk. Some savers will move their money to the safer, higher payer.
A weaker currency also makes dollar loans costlier to repay. See External Commercial Borrowings. For how the rupee is managed, see India’s Exchange Rate Regime.
Why is gold linked to US yields?
Gold pays no interest. Falling US yields lower the cost of holding it and can support gold. (Source: World Gold Council)
Rising yields work the other way, but the cited source states only the falling-yield side.
What pressured the rupee in autumn 2026?
High oil prices and steady foreign portfolio investor (FPI) outflows kept pressure on the rupee. (Source: Reuters via MarketScreener)
So the rupee had more than one push at once. Oil and capital flows both mattered. See The IMF for how global bodies track such shocks.
Check 3
Unexpected US tightening can trigger outflows from emerging markets.
Think it through: If US rates rise and the dollar strengthens, why might an Indian firm with a dollar loan worry? Hint: think about repaying in rupees.
What Was the 2013 Taper Tantrum?
What set it off?
On 22 May 2013 Chairman Bernanke testified to Congress. His signal that asset purchases could slow set off the “taper tantrum”. (Source: Federal Reserve)
Tapering means buying fewer bonds over time. Markets reacted as if the easy money was ending.
What was the Fragile Five?
Morgan Stanley’s “Fragile Five” label covered India, Brazil, Indonesia, South Africa and Turkey. (Source: Geopolitical Monitor)
It is a market label, not an official list. It shows how a US signal can put the spotlight on emerging economies.
Check 4
The Fragile Five was an official list issued by the Fed.

What did the RBI do in 2026?

On 7 October 2026 the MPC raised it by 25 bp to 5.50%. It changed its stance to “calibrated tightening”. The SDF is now 5.25% and the MSF 5.75%. (Source: RBI) (Source: RBI)
For the earlier hold, see RBI keeps repo rate unchanged at 5.25%.
How do the Fed and RBI compare?
The RBI follows flexible inflation targeting. The target is 4% CPI inflation with a 2%-6% band. On 25 March 2026 the government kept it for April 2026 to March 2031. A six-member MPC sets the repo rate. (Source: RBI) See also Monetary Policy Committee and Inflation Targeting.
