Must Know

  • The Narco-Coordination Centre (NCORD) mechanism coordinates India’s Central and State drug law enforcement agencies. It was constituted on 22 November 2016, under the Ministry of Home Affairs.
  • NCORD was restructured into its current 4-tier mechanism on 29 July 2019.
  • The top two tiers sit at the national level. The Apex Level NCORD Committee is headed by the Union Home Secretary, and the Executive Level NCORD Committee is headed by the Special Secretary, Ministry of Home Affairs.

  • All state Directors General of Police have been asked to sensitise field officers on Red Flag Indicators (RFI). These help identify clandestine synthetic-drug manufacturing, for drugs like Mephedrone and Amphetamine-Type Stimulants (ATS).
  • NCB coordinates joint operations with the Excise Department, the Border Security Force, and State Anti-Narcotics Task Forces (ANTFs).

  • On 26 June 2026, Union Home Minister Amit Shah chaired the 10th NCORD apex-level meeting, and released the Vision Document on Drug Control (2026-2029). The document sets a three-year roadmap, built on a “Whole-of-Government” and “Whole-of-Society” approach.
  • The Vision Document rests on four pillars: Enforcement, Intelligence and Operations; Precursor and Synthetic Drug Control; Demand Reduction and Rehabilitation; and Capacity Building and Coordination. Its release brought together 44 central ministries and departments, and 108 state-level representatives.
  • So far in 2026, the JCC mechanism has held 11 Central-level meetings and 75 State-level meetings.
  • According to NCRB data, India’s total narcotics seizures rose from about 13.17 lakh kg in 2020, to a peak of about 20.8 lakh kg in 2022. They then fell to about 9.4 lakh kg in 2024.
  • Cannabis and opium dominate these seizures by volume. Cocaine and psychotropic-substance seizures are both smaller in scale, but rising.
  • Maritime-route methamphetamine seizures spiked sharply in 2024, to 6,818 kg, up from near-zero in prior years. Over 94 lakh tablets and 1,000-plus injections were also seized via maritime routes that year.
