The Ryotwari Settlement

Not every British land-revenue system dealt with a zamindar. The Ryotwari system cut out the middleman entirely, collecting tax straight from the individual farmer. It also gets confused with a completely different system, in real exam questions.

Who Actually Introduced Ryotwari
  • Who devised it Alexander Read and Thomas Munro devised the Ryotwari system. They started it in the Baramahal region of the Madras Presidency, in 1792.
  • Who extended it Munro extended the system across the whole Madras Presidency, once he became its Governor, from 1819 to 1826.
  • Not Cornwallis Lord Cornwallis introduced a different system entirely: the Permanent (Zamindari) Settlement, in Bengal in 1793. He had no role in creating Ryotwari.

How the System Actually Worked
  • Straight to the cultivator Under Ryotwari, the government settled revenue directly with each individual cultivator, called a "ryot." No zamindar or village intermediary was involved.
  • Field by field Each field was separately measured and assessed. Revenue could be revised periodically, unlike the fixed, permanent demand under the Zamindari system.
  • Real rights for the ryot Individual cultivators held real rights over their land. They could sell, transfer, or lease it, so long as they kept paying the assessed revenue.
  • Where it spread Beyond Madras, Ryotwari was later introduced in the Bombay Presidency, in 1818. It also spread to parts of Berar, East Bengal, Assam, and Coorg.

How It Compares, and Where It Fell Short
  • A genuine tax cut, at first Munro reduced the revenue demand to about one-third of a field's gross produce. That was lower than many other contemporary systems.
  • Contrast with Mahalwari The Mahalwari system was used across much of North India. It settled revenue with a village or estate (a "mahal") as a collective unit, not with each individual cultivator.
  • A later criticism Because the state dealt directly with each cultivator, Ryotwari left individual farmers exposed. Revenue demands stayed rigid even in years of poor harvest, with no zamindar buffer to absorb the shock.
