Two Laws, Two Different Purposes
- The Factories Act, 1881 Passed under Viceroy Lord Ripon, it targeted child labour. It banned employing children under seven, and limited hours for children under twelve.
- What it did not do The 1881 Act did not fix wages, and did not allow workers to form trade unions. Both remained outside its scope.
- N.M. Lokhande Narayan Meghaji Lokhande was a genuine pioneer of India's labour movement. He founded the Bombay Mill Hands Association in 1890, one of India's earliest labour organisations.
- The Trade Disputes Act, 1929 This law set up a tribunal system: Courts of Inquiry and Conciliation Boards to investigate and help settle industrial disputes.
- A ban on some strikes It also banned certain strikes, especially in public utility services, when workers struck without proper notice.

- No legal unions yet Trade unions had no legal recognition in India in 1881. That only changed decades later, with the Trade Unions Act of 1926.
- Machine safety, too The 1881 Act also required dangerous machinery to be properly fenced, and mandated rest periods for child workers.
- Criticised by workers Unions criticised the 1929 Act for restricting their right to strike, even though it also gave disputes a formal path to resolution.
