Timeline

  • In 2003, a Committee of Secretaries recommended housing every border agency at a crossing inside one shared complex.
  • Parliament passed the Land Ports Authority of India Act, 2010, creating LPAI as a statutory body.
  • LPAI was formally operationalised on 1 March 2012, under the Ministry of Home Affairs.
  • Since then, LPAI has built out Integrated Check Posts (ICPs) one at a time, starting with Attari, Agartala, Petrapole, and Raxaul.

Must Know

  • The Land Ports Authority of India (LPAI) is a statutory body, created under the LPAI Act, 2010.
  • It works under the Department of Border Management, in the Ministry of Home Affairs (MHA).
  • Its core job is creating, upgrading, and managing India’s land border infrastructure, chiefly Integrated Check Posts (ICPs).
  • An ICP houses Customs, Immigration, and border security agencies together, in a single complex, along with warehouses and cargo facilities.
  • The relevant border-security forces — the BSF and others — still guard these same borders. LPAI runs the infrastructure, not the security patrols. See Polity0013 — Border Security.

Good to Know

  • LPAI currently operates 9 fully-developed ICPs: Attari, Agartala, Petrapole, Raxaul, Jogbani, Moreh, Sutarkandi, Srimantapur, and Dera Baba Nanak.
  • Beyond these 9, LPAI manages roughly 15 land ports in total, including smaller crossings still being upgraded to full ICP standard.
  • Petrapole, on the West Bengal-Bangladesh border, is India’s busiest land port.
  • Moreh, in Manipur, is India’s main ICP with Myanmar, and a key link on the India-Myanmar-Thailand Trilateral Highway.
  • The Dera Baba Nanak ICP serves the Kartarpur Sahib Corridor, letting Indian pilgrims visit a Sikh shrine just across the Pakistan border.
  • LPAI is headed by a Chairman, currently Aditya Mishra. This is a civilian administrative role. It differs from the uniformed Director-General who heads a force like the Coast Guard.

Current Affairs

  • On 9 June 2026, Union Home Minister Amit Shah launched “Vinimay,” the Land Port Management System (LPMS), in New Delhi.
  • Vinimay unifies cargo tracking, passenger registers, vehicle processing, customs documentation, slotting, gates, payments, and analytics onto one digital platform, run by LPAI.
  • Trade through India’s land ports has grown from ₹5,000 crore in 2014 to ₹83,000 crore today, a 16-fold rise in 12 years.
  • Vinimay is one pillar of India’s four-pronged “Smart Borders” strategy, aligned with the Viksit Bharat 2047 vision.

Test Yourself

1. The Land Ports Authority of India (LPAI) was created as a statutory body under which law?

Great to Know

  • Before ICPs existed, Customs, Immigration, and border forces each ran separate, uncoordinated setups at the same crossing. That fragmentation is exactly what the 2003 Committee of Secretaries flagged.
  • LPAI’s ICP count has grown steadily, but slowly. Just 4 were fully operational as of 2020, rising to 9 within a few years. That pace shows how long this kind of border infrastructure typically takes to scale up.
  • Digitising land-port operations, as Vinimay does, matters most where trade volume is growing fastest. Land-port trade has risen 16-fold since 2014. That growth had outpaced the older, largely manual processes it replaced.
  • LPAI’s mandate is infrastructure and management, not law enforcement — a useful distinction from the armed and paramilitary forces that also operate at these same borders.
  • LPAI manages formal, designated crossing points. The wider system around the entire land border, fencing, development programmes, and institutional coordination, is covered in Polity0207 — Land Border Management.
