A factory fire in Ranchi led to the creation of an entire national force. That force now guards airports, the Delhi Metro, and Parliament House itself. This article traces the Central Industrial Security Force from its industrial origins to its current, much broader mandate.
Timeline
- In 1968, Parliament passed the CISF Act. It followed the Mukherjee Commission’s inquiry into a fire at a Heavy Engineering Corporation plant in Ranchi.
- On 10 March 1969, the CISF was formally raised, with 2,800 personnel across three battalions.
- In 1983, an amendment made CISF an armed force, expanding its capability against bigger security threats.
- In 2000, CISF took over aviation security duty, starting at Jaipur Airport, and later extending across India’s major airports.
Must Know
- The CISF is one of the Central Armed Police Forces, surveyed together in Polity0116. Here, it gets standalone treatment.
- CISF’s original mandate was guarding Public Sector Undertakings (PSUs). Its first deployment was at the Fertilizer Corporation of India, Trombay, in 1969.
- Today CISF also secures airports, seaports, nuclear and space establishments, and the Delhi Metro.
- CISF runs the largest professional industrial fire-fighting force in South Asia. It is the only Central Armed Police Force with its own dedicated Fire Wing.
Good to Know
- As of 2026, CISF also provides VIP security cover, alongside its infrastructure-guarding role.
- Since 20 May 2024, CISF has secured the Parliament House Complex, taking over from CRPF‘s Parliamentary Duty Group after a security-breach incident.
- CISF also guards several private-sector facilities and heritage monuments, on a paid-consultancy basis, beyond its core PSU mandate.

Great to Know
- CISF’s founding after a single factory fire follows the same pattern as BSF. Indian security institutions often get built in response to one demonstrated failure.
- Moving from guarding PSU factories to guarding airports and Parliament shows how India’s idea of “critical infrastructure” broadened over time. Economic assets and physical security of the state now sit under one umbrella.
- Taking over Parliament security from CRPF in 2024 shows CAPF roles are not fixed forever. Duties shift between forces as capabilities and needs change.
- CISF’s port-security role is growing further still. See Polity0213 — Bureau of Port Security (BoPS), which designates CISF as the Recognised Security Organisation responsible for port security assessments nationwide.
