Bureau of Port Security (BoPS): One Body for Every Port

For years, India’s port security was split across many agencies. Each looked after its own piece. In December 2025 the Home Minister ordered that to change. The Bureau of Port Security (BoPS) is being built as one body for every port. Its design is copied from the system that already guards India’s airports.

BoPS is a statutory body being set up under Section 13 of the Merchant Shipping Act, 2025.
The Act got Presidential assent on 18 August 2025.
It came into force on 15 March 2026.
It replaces the Merchant Shipping Act, 1958.

He asked for security that is graded and risk-based.
Risk is judged by each port’s vulnerabilities, trade potential and location.

Structure

BoPS works under the Ministry of Ports, Shipping and Waterways.
A Director General heads it. The post is for an IPS officer at Pay Level-15.
For the first year, the Director General of Shipping holds additional charge as DG of BoPS.
It oversees the security of ships and port facilities, and shares security information.
It is designed to cover all 12 major ports and over 200 non-major ports.
It enforces the International Ship and Port Facility Security (ISPS) Code.
A dedicated cyber division guards port IT systems from digital threats.

2Chapter 2: CISF and the ISPS Code

What CISF does

The Central Industrial Security Force (CISF) is the Recognised Security Organisation (RSO) for port facilities.
It carries out security assessments and prepares security plans.
It also trains and builds the capacity of Private Security Agencies engaged in port security.
Only licensed agencies may work under the new framework.
CISF already guards airports, seaports and other key sites. This builds on that work.

CISF assesses and trains. It does not head BoPS.

What the ISPS Code is

The IMO adopted the ISPS Code in December 2002.
It took effect globally on 1 July 2004.
It runs on three security levels: normal, heightened and exceptional.
Each level raises or lowers screening, patrols and control of restricted areas.
A Port Facility Security Officer at each site keeps the plan matched to the current level.

Remember: BoPS = regulator. CISF = assessor and trainer. They are not the same body.

Airports already have one body, BCAS, that sets common security rules. Ports had many agencies and no single standard. Copying a working design is faster than inventing a new one.

10 July 2026 review

Shah and Ports Minister Sarbananda Sonowal reviewed progress on BoPS.
Shah told CISF to run security trials at three major ports: Visakhapatnam, Jawaharlal Nehru Port and Mundra.
He asked for a Port Security Training Institute to start training soon, using existing buildings.
He also asked for a database of all personnel to be deployed under BoPS.

6 August 2026, the 2nd National Port Security Conference

About 140 people took part.
They came from the Ports Ministry, the Home Ministry, the Navy, the Coast Guard, State maritime boards and major port authorities.
The call was for “Security by Design”.

A cyberattack two days earlier

Great to Know

One standard

A single regulator sets one standard for every port.
An order, a law and a working body do not arrive on the same day.
Shah’s order came in December 2025. The Act came into force in March 2026. By July 2026 the bureau was still being set up.
Ports run on digital systems now.
So cyber safety is part of port security, not an extra.
Officials said lessons would also be used in aviation security.
