Timeline

  • In 1927, the Directorate General of Civil Aviation (DGCA) was set up, as a government organisation regulating air safety.
  • On 1 April 1995, the Airports Authority of India (AAI) was formed. It merged the older International Airports Authority and National Airports Authority.
  • On 15 June 2016, the Cabinet approved the National Civil Aviation Policy (NCAP) 2016. It was India’s first integrated aviation policy since independence.
  • In 2020, the Aircraft (Amendment) Act finally made DGCA a statutory body, 93 years after it was first set up.

  • DGCA and AAI handle different jobs, a common exam mix-up. DGCA regulates air safety, airworthiness, and air transport services. AAI builds, maintains, and operates airports.
  • Two more bodies split the remaining work. The Bureau of Civil Aviation Security (BCAS) sets airport and flight security standards. The Airports Economic Regulatory Authority (AERA) regulates airport tariffs and service standards.
  • All four bodies sit under the Ministry of Civil Aviation.
  • NCAP 2016 covers regional connectivity, safety, bilateral traffic rights, fiscal support, and aeronautical “Make in India” manufacturing, in one document.

  • NCAP 2016 replaced the old “5/20” rule with a “0/20” rule. Airlines no longer needed five years of domestic operation before flying international routes, just 20 aircraft or 20% of capacity on domestic service.
  • NCAP 2016 also conceptualised UDAN, India’s regional connectivity scheme, launched that same October to connect smaller Tier-2 and Tier-3 cities.
  • DGCA is headquartered in New Delhi, opposite Safdarjung Airport.

  • India distinguishes Greenfield airports, built entirely from scratch on new land, from Brownfield ones, upgraded from existing infrastructure. Donyi Polo Airport (Itanagar) and Kushinagar International Airport were both built as genuine Greenfield projects. Vijayawada International Airport, by contrast, was upgraded from an existing domestic airport, making it a Brownfield project.

  • 5 August 2026: Civil Aviation Minister Ram Mohan Naidu awards Letters of Intent for 11 new Flying Training Organisations (FTOs), across seven Airports Authority of India (AAI) airports. This is expected to add 750 pilot-training seats a year. India currently has 41 FTOs, running from 63 flying bases nationwide. Six FTOs have been added in the last two years. (Source: Swarajya)
  • India’s training-aircraft fleet has grown from 324 to 385, a 25% rise in annual flying hours across FTOs. Commercial Pilot Licences (CPLs) issued rose from 1,347 in 2024 to 1,652 in 2025, the highest figure in a decade. (Source: ANI)

  • At the same event, Pawan Hans Limited signed an MoU with Norway’s Noemi Aerospace (Elfly AS), to explore electric seaplane technology for regional connectivity. It was signed by Pawan Hans CMD Sunil Kumar Nagdawne and Noemi Aerospace CEO Eric François Lithun. The MoU is exploratory only. It carries no financial, procurement, or investment commitment.   • 8 July 2026: Union Home Minister Amit Shah and Civil Aviation Minister Ram Mohan Naidu Kinjarapu reviewed airport passenger facilities. They also reviewed security arrangements and the immigration system, at major airports. Shah directed that all 62 airports, 21 already under development plus 41 more, be prioritised by passenger traffic. (Source: PIB)
  • He called for a single framework linking entry lanes, check-in counters, security screening, and immigration counters. The goal is smooth passenger flow, at every touch-point. He also directed a phased rollout of Automatic Tray Retrieval Systems (ATRS), to cut human-resource costs. Work at all 62 airports is targeted for completion within two years. (Source: PIB)
  • 1 July 2026: India approved its first Private Point-in-Space (PinS) Instrument Approach Procedure for helicopter operations, at Undavalli Heliport, Andhra Pradesh. The Airports Authority of India developed it, and the DGCA approved it under ICAO Standards and Recommended Practices. PinS uses satellite-based navigation for safe, precise instrument approaches to heliports lacking conventional landing infrastructure, especially valuable in bad weather. It’s expected to benefit emergency medical services, disaster relief, Char Dham pilgrimage helicopter operations, offshore activity, tourism, and regional connectivity. It followed India’s first indigenous GAGAN-based precision approach by a commercial aircraft the same week, part of the Government’s Performance-Based Navigation (PBN) modernisation push.
