Article 112, the AFS, and the Finance Bill
  • Article 112 The Union Budget’s constitutional basis. It requires an “Annual Financial Statement” of the government’s estimated receipts and expenditure, to be laid before Parliament each year.
  • Who Lays It The Finance Minister lays the Annual Financial Statement before Parliament on behalf of the President. It is not laid on behalf of the Prime Minister — a common exam trap.
  • AFS The core budget document. It shows the government’s estimated receipts and expenditure for the coming financial year.
  • Finance Bill Contains the government’s tax proposals for the year. It must be passed by Parliament for new tax measures to take legal effect.
