What food processing is
- Food processing converts raw agricultural produce into a more usable, storable, or valuable form. Examples range from milling wheat into flour to canning fruit.
Why it adds real value
- Food processing extends shelf life, reduces waste, and lets farmers capture more of the final product's value than selling raw produce alone.
India's post-harvest loss problem
- India suffers significant post-harvest losses. Grain, fruit, and vegetables are spoiled or wasted between harvest and consumption, before processing or storage can preserve them.
Why location follows the raw material
- Food processing industries tend to locate near their raw material source. Agricultural produce is often bulky, perishable, and costly to transport long distances unprocessed.

A sector still under-processing its output
- India's agro-processing sector has grown steadily. It still processes a smaller share of its total agricultural output than many developed economies, leaving room for further growth.
Where R&D effort goes
- Research and Development (R&D) in agro-processing covers better preservation techniques, packaging, and quality-testing methods. The aim is cutting losses and improving product consistency.
Different crops need different processing
- Wheat and coarse cereals mainly need milling, while fruits and vegetables need much more delicate, often refrigerated, handling to avoid spoilage.
India's two biggest established clusters
- Sugarcane processing (into sugar) and cotton processing (ginning, into textiles) are among India's largest and most established agro-processing industries. Each has its own dedicated supply chain.
📍 Localisation in North-West India
A surplus-grain base to work with
- Punjab, Haryana, and western Uttar Pradesh are the core of India's Green Revolution wheat and rice surplus. Grain mills cluster here for the same reason processing generally follows raw material: bulky, perishable produce is costly to transport unprocessed.
A sugarcane belt feeding sugar mills
- Western Uttar Pradesh's dense sugarcane tracts sustain one of India's largest concentrations of sugar mills, sited directly among the cane fields they depend on.
A dairy surplus feeding milk processing
- Punjab and Haryana carry a large livestock population and milk surplus, supporting cooperative and private dairy processing clusters similar in logic to Gujarat's Amul model.
Irrigation infrastructure secures a steady supply
- Extensive canal and tube-well irrigation across this belt keeps output reliable year to year, giving processing industries the steady raw-material flow they need to justify fixed investment.
Transport links to India's largest urban market
- The Indo-Gangetic plain's dense road and rail network connects this belt directly to Delhi and the wider National Capital Region, one of India's largest consumption markets, on top of the crop-proximity advantage.
Government schemes reinforce the cluster
- Central schemes like PMKSY have specifically targeted mega food parks and agro-processing clusters in this surplus-production belt, reinforcing a pattern the underlying geography had already set.

A chain of weak links, not one gap
- Post-harvest losses in India are driven by a chain of weak links working together: inadequate storage, poor transport infrastructure, and insufficient processing capacity near the farm. Fixing only one link without the others limits overall improvement.
Why grain outpaced perishables
- Processing perishables like fruits, vegetables, fish, and animal produce is more technically and logistically demanding than processing durable staples like grain. This is one reason India's processing capacity has historically grown faster for grain-based products than for perishables.
Building closer to the farm
- Building processing capacity closer to the farm, rather than only at distant central hubs, is increasingly seen as a way to cut both transport losses and the raw-material cost the industry ultimately pays.

11 July 2026: PMFME crosses 2 lakh beneficiaries
- Data Food Processing Minister Chirag Paswan marked the PMFME Scheme crossing 2 lakh credit-linked beneficiaries. The scheme has leveraged over Rs 20,300 crore in project investment. It has also generated nearly 11 lakh direct and indirect jobs. (Source: PIB)
Who the beneficiaries are
- Data About 90% of beneficiaries are first-generation entrepreneurs, and 44% are women. Over 75,000 PMFME-backed enterprises have entered the formal economy, through registrations like Udyam and GST. More than 1.76 lakh beneficiaries have been trained, 77% of them women. (Source: PIB)
