Global Energy Fora: IRENA, IPEEC and Others

WhatsAppTelegram
Global energy cooperation runs through a cluster of fora. Each one handles a different piece of the energy-security and clean-energy puzzle. One body speaks for renewables, one for efficiency, one for ministers, one for producers and consumers, and one for data. This lesson sorts all five, shows how India uses them, and flags the exam traps.

Part 1: The Five Fora

Must Know

IRENA: the renewable-energy agency

  • The International Renewable Energy Agency (IRENA) promotes renewable energy worldwide. India is a founding member.
  • It was founded on 26 January 2009 in Bonn, Germany. Its statute entered into force on 8 July 2010.
  • Its headquarters is at Masdar City, Abu Dhabi.
  • It has 169 members plus the European Union (2025). It is the first international organisation to focus only on renewables.
  • Its structure has three parts: the Assembly (one delegate per member, meets yearly), the Council (21 members elected for two years) and the Secretariat, led by a Director-General. (Source: Wikipedia: IRENA)

IPEEC: energy efficiency

  • The International Partnership for Energy Efficiency Cooperation (IPEEC) focuses on energy-efficiency standards and practice.
  • It was set up on 24 May 2009 in Rome, after energy ministers agreed on it at Aomori in June 2008.
  • India is one of its founding members. It has 17 members from the G20.
  • Its secretariat is hosted by the International Energy Agency (IEA) in Paris. It runs through task groups. (Source: Wikipedia: IPEEC)

CEM: ministers on clean energy

  • The Clean Energy Ministerial (CEM) brings major economies’ energy ministers together to speed up the clean-energy shift.
  • It began in 2010. It has 29 member governments, which account for about 90% of clean power and 80% of clean energy investment.
  • Its secretariat moved to the IEA in Paris in 2016.
  • Joining its initiatives is voluntary, and commitments are non-binding. (Source: Wikipedia: CEM)

IEF: the producer-consumer forum

  • The International Energy Forum (IEF) was set up in Paris in July 1991. It is headquartered in Riyadh.
  • It has 73 member states. Together they account for over 90% of global oil and gas supply and demand.
  • Its biennial Ministerial Meetings are called the world’s largest gathering of energy ministers.
  • It brings producers and consumers together. Most other energy fora lean to one side.
  • It also runs the Joint Organisations Data Initiative (JODI), which compiles oil and gas market data. (Source: Wikipedia: IEF)

REN21: data and tracking

  • REN21 was founded in 2004 at the Bonn renewables conference. It started formal work in 2006.
  • Its Secretariat is in Paris. It is a non-profit association under German law.
  • It is a multi-stakeholder network of governments, NGOs, researchers and industry.
  • Its flagship Renewables Global Status Report has been published yearly since 2005. (Source: Wikipedia: REN21)
Remember: IRENA = renewables, HQ Abu Dhabi, India founding member. IEF = largest ministers’ gathering, HQ Riyadh, producers + consumers. REN21 = Global Status Report.

True or False: IRENA is the forum known as the world’s largest gathering of energy ministers.

Part 2: India and the Fora

Good to Know

How India uses them

  • India takes an active part in these fora. It also co-founded its own body, the International Solar Alliance (ISA).
  • India chaired the 9th IRENA Council Meeting in June 2015.
  • India hosted CEM14 in Goa in 2023 and sits on the CEM Steering Committee.
  • The fora complement each other. Some focus on policy talks, some on technical standards, and some on data and market tracking.
  • Membership overlaps. Major economies join several bodies at once.

Exam trap: IRENA versus ISA

  • IRENA is a broad, global agency covering all renewable energy. India joined it as a founding member.
  • The ISA is narrower and solar-only. India launched it with France for sun-rich countries, at the Paris climate conference in 2015.
  • “Co-founded” or “launched by India” points to the ISA.
  • See IntlRel0116 — International Solar Alliance (ISA) for the full profile.

True or False: The International Solar Alliance was launched by India together with France.

True or False: The IEF brings producer and consumer countries together.

Part 3: Why So Many Fora Exist

Great to Know

Different jobs

  • Energy cooperation spans efficiency, renewables and traditional energy security. So specialised bodies multiplied.
  • Policy dialogue sits with CEM and IEF. Technical agency work sits with IRENA. Efficiency sits with IPEEC. Data sits with REN21 and JODI.

India’s dual goal

Which forum matters when

  • A question on renewable policy support points to IRENA or REN21.
  • A question on efficiency standards points to IPEEC.
  • A question on ministers meeting for clean-energy action points to the CEM.
  • A question on oil and gas markets and producer-consumer dialogue points to the IEF.
Think it through: Why does India join so many overlapping fora?

Each forum does a different job. Joining several secures energy access and builds clean-energy credibility at once.

Current Affairs

Great to Know

The 16th IRENA Assembly

  • It ran 10-12 January 2026 with over 1,500 ministers, officials and business leaders. Theme: “Powering Humanity: Renewable Energy for Shared Prosperity.” (Source: DD News)
  • Union Minister Pralhad Joshi gave India’s national statement on 12 January 2026.
  • He cited nearly 1 million standalone solar pumps and over 1.1 million grid-connected pumps solarised under PM-KUSUM, adding over 10,200 MW of clean capacity.
  • India also said it reached 50% of installed electricity capacity from non-fossil sources in 2025. That is five years ahead of its Paris NDC target.
  • So what: founding-member status became a national statement backed by capacity numbers, not membership on paper alone.
