India was the last of the world’s five biggest economies to submit its long-term climate strategy to the UN. When it finally did, in 2022, it built the whole document around one core argument: fairness.

One Dip, Two Timelines
BUR-4’s ~8% emissions fall in 2020 is real, but it traces to a one-year pandemic effect. LT-LEDS measures something else entirely: a long-horizon strategy built around 2070, not a single year’s dip.
🌍 The Panchamrit and Net-Zero
1. The Five Pledges
- Panchamrit At COP26 in Glasgow, on 1 November 2021, Prime Minister Modi announced five climate pledges, called the Panchamrit.
- Targets 1-2 500 GW of non-fossil energy capacity by 2030, and 50% of energy needs met from renewables by that same year.
- Targets 3-4 A cut of 1 billion tonnes in projected carbon emissions by 2030, plus a 45% reduction in the carbon intensity of GDP, against 2005 levels.
- Net-Zero And the headline pledge: net-zero emissions by 2070.
- Net-Zero Net-zero by 2070 commits India to balancing whatever emissions it still produces. It must remove an equal amount from the atmosphere, by that year.
- Why 2070? The EU and the US industrialised from the mid-1800s onward. They have run on fossil fuels for more than 150 years.
- Why 2070? India began large-scale industrialisation only after independence in 1947. Its later net-zero year reflects this gap, and a right to develop, under the UNFCCC’s “common but differentiated responsibilities” principle.
📄 LT-LEDS, NDCs, and Tracking Progress
1. LT-LEDS and India’s NDC
- LT-LEDS India submitted its Long-Term Low Emission Development Strategy (LT-LEDS) to the UNFCCC on 14 November 2022, during COP27 in Sharm el-Sheikh.
- LT-LEDS LT-LEDS is a long-horizon roadmap toward 2070, not a set of near-term targets. It rests on India’s claim to a fair share of the global carbon budget.
- LT-LEDS That claim points to India’s historically low contribution to warming, and to its still-developing energy needs.
- NDC Separately, India’s Nationally Determined Contribution (NDC) carries the nearer-term, 2030-dated commitments. The Union Cabinet approved an updated NDC on 3 August 2022.
- NDC It covers the 45% emissions-intensity cut and the 50% non-fossil capacity share.
2. NDCs vs the Kyoto Protocol
- Kyoto NDCs work differently from the older Kyoto Protocol. Kyoto set binding targets through international negotiation.
- Paris NDCs are self-determined instead. Each country sets its own target under the Paris Agreement framework, not one imposed from outside.
3. BUR-4 and Tracking Progress
- BUR India tracks its own progress through periodic Biennial Update Reports (BUR) to the UNFCCC. The 4th report, BUR-4, was submitted on 30 December 2024.
- BUR-4 It covers a national emissions inventory for 2020.
- Data BUR-4 recorded net emissions of 2,437 million tonnes of CO2-equivalent for 2020, a 7.93% drop from 2019.
- Caveat That fall is widely attributed to reduced economic activity during COVID-19 lockdowns, not a structural policy shift.

4. Complementary Climate Mechanisms
- Green Credit 13 Oct 2023: The Ministry of Environment, Forest and Climate Change launched the Green Credit Programme, under the Green Credit Rules, 2023. It is a market-based mechanism.
- Green Credit Participants earn tradable “green credits” for verified environmental actions. These span eight categories, including tree plantation, water conservation, and waste management. (Source: PIB)

5. CO2 Emissions: Scale, Rank, and Source
- Well Above 0.5t India’s per-capita CO2 emissions run at roughly 2 tonnes — far above 0.5 t CO2/capita, though still about a third of the global average of 4.6 tonnes.
- Second in Asia-Pacific In CO2 emissions from fuel combustion, India ranks second in the Asia-Pacific region, behind China and ahead of Japan, per IEA data.
- Power Sector Leads Electricity and heat producers — India’s coal-heavy power sector — are the largest single source of the country’s CO2 emissions.

Untangling the Short-Term Dip and the Long-Term Strategy
- BUR-4 BUR-4’s roughly 8% emissions drop in 2020 is a real, correctly reported figure. Whether it genuinely supports LT-LEDS as a long-term strategy is a separate, weaker claim.
- BUR-4 The dip traces to a one-year pandemic effect, not to structural policy change.
- LT-LEDS LT-LEDS is explicitly a long-horizon strategy, built around 2070.
- Tension A claim that climate-resilient development needs quick, short-term cuts sits in real tension with that long-term framing, not in agreement with it.
