1949 — Founding
The Washington Treaty is signed by 12 countries, founding NATO as a collective-defence alliance.
1955 — First Enlargement
West Germany joins, NATO’s first post-founding member.
1999–2004 — Post-Cold-War Waves
Czechia, Hungary, and Poland join in 1999. Seven more Central and Eastern European states join in 2004.
2009–2020 — Balkan Additions
Albania and Croatia join in 2009. Montenegro follows in 2017, and North Macedonia in 2020.
2023–2024 — Finland and Sweden
Finland joins in April 2023 (31st member). Sweden follows in March 2024, becoming the 32nd.

The Founding Treaty
- Founded NATO, the North Atlantic Treaty Organisation, was founded on 4 April 1949. Twelve countries signed the North Atlantic Treaty in Washington, D.C.
- Founders The 12 founding members were Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom, and the United States.
- Article 5 NATO’s core purpose is collective defence. Its founding treaty’s Article 5 states that an armed attack on one member is treated as an attack on all.
- Cold War Roots NATO was formed as a Cold War response, to counter the perceived military threat from the Soviet Union.
- Headquarters NATO’s headquarters has been in Brussels, Belgium since 1967. The current building opened in 2017.

1. Enlargement Timeline
- 1955 West Germany joined, the first enlargement round.
- 1999 After the Cold War ended, three former Warsaw Pact states joined: the Czech Republic, Hungary, and Poland.
- 2004 A larger round added seven more: Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia.
- 2009–2020 Albania and Croatia joined in 2009. Montenegro followed in 2017, and North Macedonia in 2020.
- 2023–2024 Finland joined in April 2023, becoming the 31st member. Sweden joined in March 2024, becoming the 32nd.
- Why Now Both Finland and Sweden had long stayed militarily non-aligned. Russia’s 2022 invasion of Ukraine changed that calculus for both countries.
2. Governance and Holdouts
- Article 10 Admitting a new member needs the unanimous consent of every existing member, under the treaty’s Article 10.
- Leadership The North Atlantic Council is NATO’s top decision-making body. A Secretary General leads its political and administrative work.
- Neutral States Some European states remain outside NATO by choice. Austria maintains a policy of constitutional neutrality, dating to 1955.
- Serbia Serbia is not a member either, though it takes part in NATO’s Partnership for Peace programme without joining fully.
