What Indigenization Means
  • DefinitionIndigenization of technology means developing domestic capability instead of relying on imports, spanning space, defence, energy and other strategic sectors.
  • WhyA country that must import a critical technology also depends on the exporter’s goodwill. Building it at home removes that leverage, even when buying it abroad would be cheaper or faster in the short term.
Space: ISRO, and Defence: DRDO, and AYUSH
  • Origin StoryIndia’s space programme began in a Kerala fishing village. In 1963, scientists transported rocket parts to the Thumba launch site by bicycle and bullock cart, since no proper road existed.
  • Improvised HQA local church became the rocket design and assembly centre. The bishop’s house turned into an engineering workshop, and a cowshed doubled as a laboratory.
  • BodyVikram Sarabhai’s Indian National Committee for Space Research grew into ISRO. It built its own satellite launch capability rather than depending entirely on foreign launch providers.
  • BodyDRDO was formed in 1958, merging the Army’s Technical Development Establishment with two other defence research bodies into one organisation.
  • The IGMDPIn 1983, DRDO scientist APJ Abdul Kalam led the Integrated Guided Missile Development Programme. It built the Agni, Prithvi, Nag, Akash and Trishul missiles as one coordinated indigenous effort, not five separate projects.
  • ResultKalam later became known as India’s “Missile Man,” and eventually President. DRDO’s missile and aircraft systems remain central to India’s defence self-reliance push today.
  • ScopeAYUSH stands for Ayurveda, Yoga, Unani, Siddha and Homeopathy. It represents India’s push to develop and modernise its own traditional medical science alongside conventional medicine, not replace one with the other.
  • Why It Counts as IndigenizationRather than treating traditional medicine as folklore, AYUSH funds research, standardisation and clinical validation, the same rigour applied to any other domestic technology sector.
The Institutions Behind the Research
CSIR
  • OriginThe Council of Scientific and Industrial Research was founded on 26 September 1942, with Shanti Swarup Bhatnagar as its first director-general.
  • LegacyBhatnagar personally helped establish twelve national laboratories, earning him the title “Father of Research Laboratories in India.” CSIR’s network today covers everything from chemistry to genomics.
Premier Institutions, and National Innovation Foundation, and Meteorology and Disaster Management
  • AnchorsPremier institutions anchor much of India’s advanced scientific research and talent development. That includes the Indian Institute of Science (IISc), the IITs, and the Tata Institute of Fundamental Research (TIFR).
  • RoleThese bodies train the researchers who later staff CSIR labs, DRDO, and ISRO, making them the pipeline that feeds every other institution on this list.
  • Founder’s IdeaAnil Gupta founded the Honey Bee Network to document grassroots inventions that formal science usually overlooks. Think farmers’ own fixes and folk technologies passed on by word of mouth.

  • ApproachIt treats scientific research and its practical application as parts of one connected system. A discovery that never leaves the lab, in this framework, counts as unfinished work.
The Shared Strategic Logic, and Formal and Informal Innovation, Both Valued
  • PatternIndigenization efforts across space, defence and atomic energy share a common strategic logic, even though the technologies themselves have nothing in common.
  • WhyEach aims to reduce dependence on foreign suppliers for capabilities considered critical to national security or sovereignty. That holds even where importing might be cheaper or faster right now.
  • ExampleThumba’s bullock carts and DRDO’s Integrated Guided Missile Development Programme look nothing alike on the surface. Both exist because India decided some capabilities were too important to buy from someone else.

Innovation Bodies: Don’t Mix Up Who Runs What
  • QuestionUPSC CSP 2015 (Q10) tested what the National Innovation Foundation actually is. UPSC CSP 2019 (Q19) asked which body runs the Atal Innovation Mission.
  • WhyBoth questions punish mixing up India’s several innovation bodies. NIF is a Department of Science and Technology body backing grassroots inventors, not a premier-institution research collaboration with foreign labs — a plausible-sounding but wrong description. The Atal Innovation Mission sits under NITI Aayog, not the science, labour or skill ministries.

Slogans and Dates Get Reversed on Purpose

  • WhyBoth traps work by flipping something real. CSIR’s actual guiding principle is “Lab to Land” — taking research to villages — not the reversed “Land to Lab” the question offers. Make in India launched in 2014, not the 2018 the question states, though its innovation-fostering goal is correctly described.

RDI Fund: Conflict-of-Interest Safeguards
  • 7 Aug 2026Officials from the DST, TDB and ANRF held a press conference reaffirming strict conflict-of-interest safeguards under the Research, Development and Innovation (RDI) Fund.
  • RulesRDI Fund guidelines require experts to disclose any conflicting interests. Officials say this doesn’t bar expertise; it just requires disclosure, and recusal from a specific proposal. An Investment Committee of independent outside experts approves projects collectively — government officials don’t judge technical merit, and the Board’s own Member Secretary has no voting rights. If a Committee member owns or founded a company, they must ensure it doesn’t submit proposals while they still serve on the Committee.
  • 31 Jul 2026Media reports had alleged a conflict of interest in RDI Scheme fund disbursement by TDB. The government issued a formal clarification calling the reports misleading and lacking proper context. Of the 22 projects TDB approved in its first cohort, 15 were independently selected by separate Ministry of Education expert panels and went on to represent India at the Bharat Innovate Event in Nice, France — external validation of TDB’s merit-based process.

  • PatentsThe Ministry of Science and Technology itself runs 71 research institutions, across DST, DBT and DSIR/CSIR. For FY 2025-26, these institutions got a combined ₹8,934.81 crore allocation, and received 251 patents — down sharply from FY 2023-24’s peak of 893, even as annual funding has kept rising.

  • 29 Jul 2026DST data showed India’s total (gross) R&D spending nearly doubling in five years — from ₹1,32,567 crore in 2019-20 to ₹2,44,767.81 crore in 2023-24. As a share of GDP, that’s a rise from 0.66% to 0.84% over the same period. This gross figure covers all of government, state and private R&D spending combined — a wider measure than the central-government-only figure above. Notably, the private sector’s R&D share overtook government’s for the first time, at 51.8% by 2023-24.
  • QuantumSeparately, Indian teams reported real quantum-computing breakthroughs. BITS Pilani Goa, working with IBM, simulated the strong nuclear force on a 120-qubit processor. Their 20-second quantum run beat a classical supercomputer’s roughly 2-hour result for the same task, and IBM selected the algorithm for its own Quantum Advantage Tracker. IISc Bengaluru separately validated quantum-key and Dirac-equation algorithms, on photonic and ion-trap hardware.

  • 23 Jul 2026Parliament reviewed the RDI Fund’s early progress. The Cabinet approved the ₹1 lakh crore Fund on 1 July 2025; PM Modi launched it that November.

TDB has approved 22 projects worth ₹4,744 crore; BIRAC shortlisted 8 more, worth ₹390 crore. Over 200 more applications, from investment funds and research organisations, are still under review.
